STATEMENT OF ISSUE: Seeking Board approval to utilize the State of Florida Contract for
the purchase of one (1) T870 Bobcat Tracked Loader and approval to reallocate funds previously
designated for a 4x4 Farm Tractor and Bobcat Attachments to purchase the new Bobcat Tracked
Loader.
BACKGROUND & ANALYSIS: In the current Fiscal Year (FY) 2015 Water and Sewer
Capital Outlay Budget (Account 411-4101-564302), $70,000 dollars is allocated for a 4x4 Farm
Tractor and $30,000.00 dollars is allocated for Bobcat Attachments. These funds can be made
available for the purchase of a new Bobcat Tracked Loader upon approval for their reallocation.
Purchasing staff has assisted with obtaining the price quote from the Florida State Contract
which has a T870 Bobcat Tracked Loader that meets the specifications. The total cost of the
Bobcat is $70,799.30 dollars. The Purchasing Manual authorizes the use of State contract prices
without further negotiations.
In June 2014, Water & Sewer purchased a T870 Bobcat with several attachments. These
attachments included the forestry cutting head used for clearing right-of-ways, which minimizes
the dump truck loads necessary to remove vegetation. Water & Sewer staff is well satisfied with
the performance and practicality of the Bobcat purchased in 2014. The compact size and more
agile tracked Bobcat makes it more practical in congested areas than a farm tractor and helps to
minimize our construction footprint in a wide range of construction environments. Many of our
maintenance and construction projects take place in congested subdivisions and rights-of-way.
All of the functions we need in a farm tractor are available on the Bobcat and our existing Bobcat
attachments will interchange with the new Bobcat.
OPTIONS: Approve/Deny purchase of One (1) T870 Bobcat Tracked Loader from State of
Florida Contract utilizing reallocated funds from the Water and Sewer FY2015 Capital Outlay
Budget.
RECOMMENDATION: Staff recommends approving purchase of One (1) T870 Bobcat
Tracked Loader from State of Florida Contract and approval to reallocate funds previously
designated for a 4x4 Farm Tractor and Bobcat Attachments to purchase the new Bobcat Tracked
Loader.
