STATEMENT OF ISSUE: Request approval to negotiate a contract with Lockard & Williams
Insurance Services, P.A., for the flexible spending account administrative services.
BACKGROUND & ANALYSIS: On April 21, 2015, the Board authorized a request for
proposals for the provision of flexible spending account administrative services. Seven (7)
proposals were received and were ranked by a review committee consisting of Risk Management
staff and other County representatives. Based on the rankings by the review committee,
Purchasing is recommending that the Board authorize contract negotiations with Lockard &
Williams Insurance Services, P.A. The proposed contract will be brought back before the Board
for approval.
The flexible spending program allows employees to take advantage of Internal Revenue Service
(IRS) regulated pre-tax programs. This program allows tax savings on insurance premiums,
childcare expenses, eligible medical, dental, and vision expenses. In addition, this plan allows
the County to save money on the Federal Insurance Constitutions Act (FICA) tax contribution.
The plan administrator processes flexible spending claims ensuring that all purchases meet IRS
regulations and those employees enrolled in the program meet documentation requirements.
OPTIONS: Approve/Deny authorization to enter into contract negotiations with Lockard &
Williams Insurance Services, P.A., for the flexible spending account administrative services.
RECOMMENDATION: Staff recommends approval to enter into contract negotiations with
Lockard & Williams Insurance Services, P.A., for the flexible spending account administrative
services.
