STATEMENT OF ISSUE: Request approval to award to Maximus, Inc. for the development of
the Cost Allocation Plan. (RFP BCC 23-16)
BACKGROUND & ANALYSIS: County staff expressed their desire to obtain a qualified firm
to perform a Cost Allocation Plan. Purchasing advertised a Request for Proposals and three (3)
proposals were received. The Review Committee met on April 15, 2016 and made a
recommendation to begin contract negotiation with Maximus, Inc. as the highest ranked firm.
Maximus’ price was $12,550, with the lowest proposal at $8,575, however, the Review
Committee was unanimous on their decision that Maximus was the firm with the expertise that
best met the County’s desired specifications. The contract will include: development of central
services cost allocation plan in accordance with “Full Costing” principles to identify the cost of
support provided to internal and external agencies; and development of a second central services
cost allocation plan and indirect cost rates in accordance with OMB Circular A-87, which
identify the various costs incurred by the County to support and administer federal fund
programs. This plan will contain a determination of the allowable costs of providing each
supporting service, such as department overhead. The contract will be brought before the Board
for approval.
OPTIONS: Approve/Deny award to Maximus, Inc. and for staff to begin contract negotiation
for the development of the cost allocation plan.
RECOMMENDATION: Staff recommends approval of the award to Maximus, Inc. and for
staff to begin contract negotiation for the development of the cost allocation plan.
