STATEMENT OF ISSUE: The Board of County Commissioners will conduct a public hearing
to receive public comment regarding the Program of Projects for the FY 2016 Federal Transit
Administration (FTA) Section 5307 grant application. This public hearing was set during the
Board's regular meeting of July 6, 2016.
BACKGROUND: The County utilizes funds derived from Section 5307 of Title 49 of the US
Code as administered by the Federal Transit Administration to fund both fixed route and
paratransit operations. The attached list of projects describes the purposes for which the FY16
5307 allocation will be utilized. The 5307 capital funds are matched with toll revenue credit.
The 5307 operating funds are matched with program income, state grants and FY16 local funds.
There is a 45-day comment period following the public hearing during which time public
comments may also be received.
The attached Programs of Projects will become final if no public comments are received after the
public hearing and the 45-day public comment period has expired. It should be noted that this
agenda item is not seeking authorization to submit the actual application. At this time, the FTA’s
new grant application system is not able to accept Florida applications. Staff will bring the
application back before the Board for approval and execution when the system is up and running.
RECOMMENDATIONS: The Department recommends that the Board of County
Commissioners conduct the public hearing at 9:00 AM or soon thereafter, then, following any
public input that may be received, vote to approve or deny the Program of Projects.
