AGENDA REQUEST
DATE: September 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: Head Start Request for Assistance
DEPARTMENT: Facility Maintenance
BCC DISTRICT: 4
STATEMENT OF ISSUE: (FM) Requests BCC direction regarding a recent request for
assistance from the BCC in replacing framing and sheetrock removed due to a mold remediation
project at the McGriff Street Head Start.
BACKGROUND: On or about August 19th of this year, Mr. Frank Godbout, Head Start
Executive Director, made a request for assistance from Okaloosa County in replacing framing
and sheetrock removed as a part of a mold remediation project conducted at the McGriff Street
location in Ft Walton Beach.
The spring storms that caused so much damage to Okaloosa County roads and buildings, also
damaged the Head Start building on McGriff Street. The rains flooded the building causing wide
spread damage to the interior. After the building was dried out, it was tested for mold. Mold
was detected, which is pretty typical for about anywhere in Florida. However, black mold was
discovered. Black mold can cause a variety of allergic reactions with the most severe resulting
in death.
With children present in the building almost every day, remediation was ordered. The black
mold was discovered in numerous areas of the sheetrock and had even spread into the wood
studs. The remediation project includes removing all the affected building components,
including the studs.
The Head Start Program provides area families with early childhood care and education for a low
or no cost. In addition, they provide job and housing referral services to the families, along with
other programs.
The remediation project cost the Head Start Program about $175,000 out of their budget, which
wasn't budgeted. They are trying to get that money back from a pool of state funds for Head
Start programs. The remediation project didn't include repairing any of the remediated
components.
To get the remediated space ready, so the students can return, Mr. Godbout is requesting BCC
assistance with the needed repairs to the remediated areas. They are really "Caught Between the
Devil and the Deep Blue Sea" in this matter. Their revenue is based on the number of students
attending the school. They can't have the students back at the school until the work is completed,
but the work can't get completed unless they have the money to pay for the repairs, but they have
no way to get the money for the repairs without the students being at the school.
Packet Pg. 958
Mr. Godbout is probing all possible sources to get the money for the repairs; however, the
prospects of getting the needed money wasn't looking good as of the time of his request to the
county. The county provides $10,000 annually, through the Facilities Maintenance Department,
to support the Head Start program. The exact cost of the repairs is unknown at this time as the
remediation work was ongoing as of the time this item was penned. The remediated areas are off
limits until the remediation is complete and air monitoring results are normal.
The Board has authorized FM to provide up to $5,000 in labor and has approved $5,000 for
materials for maintenance to the McGriff St. facility. While the request isn't for maintenance, the
school needs the repairs more than maintenance in the coming budget cycle.
Staff requests Board direction in the use of the maintenance resources allocated for Head Start in
the FM budget toward making the necessary repairs from the mold remediation project to the
McGriff Street facility so students can return.
RECOMMENDATIONS: (FM) Requests BCC direction regarding a recent request for assistance
from the BCC in replacing framing and sheetrock removed due to a mold remediation project at
the McGriff Street Head Start.

AGENDA REQUEST

SUBJECT: New SO Building GMP
DEPARTMENT: Facility Maintenance
BCC DISTRICT: 2
STATEMENT OF ISSUE: (FM) Requests BCC approval of the proposed Guaranteed Maximum
Price (GMP) for the New Sheriff's Building in Shalimar.
BACKGROUND: In the interest of keeping the project on schedule, the work to build a new
building for the Sheriff's office in Shalimar has raced ahead of the approval of a Guaranteed
Maximum Price (GMP) for the project. The Sheriff's new building is well under way. The
building package has been ordered, the site work contract has been let, and the contractor is
about ready to break ground.
The project began many months ago with a target GMP of $1,500,000. The soil borings revealed
poor soil conditions under the proposed building due to high sub-surface water levels. The
engineering solution is to dig out the poor soils and bring in about 600 c.y. of suitable fill and to
reinforce the slab with additional concrete and heavier steel. This item alone has added tens of
thousands of dollars to the cost of the project.
In addition, market prices for the goods and services necessary to construct a building have gone
up steadily over the last year or two. A couple of years ago when the county build another major
project, the county benefited from a depressed economy. Contractors were desperate for work
and submitted extremely discounted bids to work on this project. Thankfully, the economy has
improved substantially since then. But, the improved economy comes with higher prices for
goods and services. On a $1,500,000 expense, a price increase of just 5% results in an additional
$75,000 of cost for the very same purchase. The county isn't immune from such market
increases.
At one point during the SO's project's development, the project's total costs were nearing
$1,600,000. Subsequent value engineering efforts have brought that number back down to
$1,474,074. The project team continues to comb through the individual components of the
project in the attempt to identify any additional savings that may be identified.
There are a few items that were added to the scope since the project was first conceived that have
added some costs. Those items are identified on the attachment. The project team as challenged
every item for savings, but left those items alone that were operationally necessary or reasonable.
These items account for most of the overage that still remains.
Staff recommends BCC approval of the GMP for the Sheriff's new building in Shalimar in the
amount of $1,474,074.

SUBJECT: New OC Admin Building GMP
DEPARTMENT: Facility Maintenance
BCC DISTRICT: 2
STATEMENT OF ISSUE: (FM) Requests BCC approval of the proposed Guaranteed Maximum
Price (GMP) for the New Okaloosa County Administration Building in Shalimar.
BACKGROUND: The need to push the new Okaloosa County Administration Building ahead of
a final Guaranteed Maximum Price (GMP) for the project being approved by the BCC was being
driven by the expiration of the current leases at Uptown Station. Both of those leases expire on
September 30, 2015.
Representatives of the Design-Build team have now completed the GMP for the new building.
The GMP for the new building is $11,093,394 with the total project costs being estimated at
$12,300,000. The GMP represents the cost of constructing the new building. Pre-construction
costs, demolition, asbestos abatement, and so forth aren't typically included in the GMP.
Current market conditions are driving prices up. Thankfully, the economy isn't in the deep
recession that it was in a few years ago. As construction activity in the market picks up,
contractors are busier and less eager to discount their prices. As nearly half of the project
components have already been bid out into the market, the prices received reflect more robust
construction activity in the area and around the country.
Staff recommends approval of the proposed GMP in the amount of $11,093,394 for the
construction of the new Okaloosa County Administration Building.
