Board Approval of the 2014-2015 Budget Ms. Griffin made a motion to adopt Budget B, which increases the annual assessment to $63.00, with a second from Ms. Stretch. Discussion on Motion: Mr. Tallman recommended putting out a referendum to see if the homeowners wish to increase the annual assessment. Mr. Tallman also believes that there are items within the budget that can be cut vs. an increase in assessments. Mr. Beukenkamp reported that there should be a plan put in place for the five (5) percent increase proposed before assessing the homeowners. Currently Budget “B” proposes the increase to specifically go to Line Item 4420, Common Area Enhancements. However, still wish to see a plan before any increase is approved. Ms. Griffin reported that the landscape is aging and needs to be replaced. Mr. Tallman reported that he would still like to see a possible referendum in the fall at the General Election. Mr. Beukenkamp reported that if the increase is adopted, he would like to see a special line item for the Common Area Enhancement “Master Plan”, included. Stanford Deputy Clerk Packet Pg. 942 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: September 16, 2014 TO: Honorable Chairman and Members of the Board FROM: John Hofstad SUBJECT: Boating Improvement Funding for the City of Valparaiso DEPARTMENT: Public Works BCC DISTRICT: District 3 South STATEMENT OF ISSUE: The City of Valparaiso has submitted a request for payment through the Boating Improvement Fund. The funding was used for improvements to the boat trailer parking area, construction of a groin on the south side of the boat launch and dock at Lincoln Park. BACKGROUND: In May 2011 the Board of County Commissioners approved a Boating Improvement Agreement (OKBP-1032) in the amount of $15,000. The city spent $6,900 on improvements at Lincoln Park. On September 30, 2011 the city requested the remaining $8,100 roll over to FY 2012 for continued work at Lincoln Park. On January 11, 2012 the Board of County Commissioners approved agreement OKBP-1033 for $15,000, also for Lincoln Park, giving them a total of $23,100. In September 2012, the city requested reimbursement of funds in the amount of $13,100. With this reimbursement, agreement OKBP-1032 was closed out. The city requested that the remaining $10,000 from OKBP-1033 roll over and be combined with FY 2013 funds. In January 2013, the Board of County Commissioners approved agreement OKBP-1037 for $15,000, combined with FY 2012 roll over funds, the city had a total of $25,000 for FY 2013. Due to delays with permitting, issues with contractors and materials, contract OKBP-1037 expired in January 2014 without work being complete. In March of 2014, the city forwarded a reimbursement request for funding for Lincoln Park in the amount of $19,379.39. With the contract having expired, reimbursement has not been processed. The contract (OKBP-1037) was previously approved by the Board of County Commissioners and expired with no disbursement of funds. The city completed the work in accordance with the requirements set forth by S. 328.72 (15), F.S. Staff, after working with the city to resolve issues concerning reimbursement recommends that the city be reimbursed for the work. Funding is available in the Boating Improvement Fund Budget. The City of Valparaiso has requested $15,000 in funding for FY 2015. A new agreement will be presented for Board approval after the 2015 budget has been approved. OPTIONS: Approve/disapprove reimbursement to the City of Valparaiso in the amount of $19,379.39 RECOMMENDATIONS: Approve payment to the City of Valparaiso, through the Boating Packet Pg. 943 Improvement Fund, in the amount of $19,379.39. The contract’s effective date is October 1, 2013. Background: Public Works has a budget line item approved to provide funds for concrete materials. This contract reflects increases in units costs versus the previous years' contract as per the attached fee schedule. These increased costs are due to the increased cost of cement according to the vendor and do not follow the CPI accordingly. There were no other responsive vendors at the last bidding of this contract. This contract renews contract number #C14-2105- PW. Options: Approve/disapprove Recommendations: Staff requests Board approval for the contract renewal with Fort Walton Beach Concrete/Crestview Ready Mix and authorization for the Chairman to sign the contract renewal. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 951 Packet Pg. 952 Packet Pg. 953 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: September 16, 2014 TO: Honorable Chairman and Members of the Board FROM: Don Turner SUBJECT: Elder Services - Lease Modification DEPARTMENT: Facility Maintenance BCC DISTRICT: 2 STATEMENT OF ISSUE: (FM) Requests BCC approval of a modification to the Elder Services' Lease at the old Ft. Walton Beach Hospital. BACKGROUND: Approximately three years ago, the BCC agreed to continue to lease a portion of the old FWB hospital to Elder Services for the administration of their then current programs. The county remodeled about 6800 s.f. of space at the building for that purpose that included the commercial kitchen and a large dining room. Since then, some of the leadership of Elder Services have requested additional space for their programs, but their requests have lacked sufficient justification. Recently, the FWB Senior Center was closed until a new space was prepared for their use. That space may not be ready for use for a year or more. Until then, Elder Services is allowing those seniors to use portions of their leased space at the old FWB hospital. They have programs scheduled almost every day in the dining room and the communal dining program is seeing increased use. These new programs are a great benefit to the seniors who use them, and they are being well used. In response to this increased use, and what are likely to be additional requests in the future, Elder Services' request for a modest amount of additional space appears now to be justified. Elder Services has requested that the limits of their leased space be extended to the double doors in the corridor just outside the large dining room. This would add a storage room and a couple of non- ADA compliant restrooms and one additional office-size space. The total amount of space that would be added to the current lease is approximately 492 s.f. The storage room may be used to store the equipment used by the new senior programs. The restrooms are much closer to the dining room which provide needed convenience for the far larger group of seniors participating in the programs. If the Board agrees with this request, FM will need $5,000 to extend the fire wall to the new lease boundary. No other work in the expanded space is being requested at this time. Staff recommends the BCC approve the change in the lease boundary as indicated on the included floor plan. RECOMMENDATIONS: (FM) Requests BCC approval of a modification to the Elder Services' Lease at the old Ft. Walton Beach Hospital and to direct the County Attorney to prepare lease modification document and to authorized the Chairman to execute the lease modification Packet Pg. 954 document and to authorize the transfer of $5,000 to the appropriate account
