BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: September 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Amendment to Teen Court Agreement with Lutheran Services Florida,
Inc.
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval of the amendment to the agreement with Lutheran
Services Florida, Inc., to provide a pretrial diversion program for teenagers (Teen Court), which
renews the contract for one (1) additional year from October 1, 2014, through September 30,
2015.
BACKGROUND: Teen Court is a diversion program for youthful offenders, which offers the
authority of the adult judicial system through the voices and actions of other youths under adult
supervision. Local attorneys donate their time as mentors and provide judicial oversight for the
court sessions, but the hearings are predominately run by teen volunteers and offer youthful
offenders an opportunity to face a jury of their peers for appropriate sentencing and sanctions.
During the period of July 2013-June 2014, the Teen Court program processed 114 court cases
with 92 youth volunteer hours and 285 adult volunteer hours, representing $12,312.79 in youth
and adult dollars saved through in-kind services.
In accordance with the fee structure enacted by the Board (Ordinance 04-16, Section (1)(a)(4),
and a review of past and projected collections, the county should have sufficient revenue to
support the proposed Fiscal Year 2014-2015 budget of $85,000.00.
OPTIONS: Approve or disapprove.
RECOMMENDATIONS: Approve and authorize the Chairman to execute the amendment to
the agreement with Lutheran Services Florida, Inc., for the Teen Court program for Fiscal Year
2014-2015.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: September 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Legal Services of North Florida Contract Amendment
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Approve the amendment to the agreement with Legal Services of
North Florida, Inc., to provide legal aid services consistent with Florida Statutes to indigent
residents of Okaloosa County for one (1) additional year from October 1, 2014, through
September 30, 2015.
BACKGROUND: Each year the Board contracts with Legal Services of North Florida, Inc., to
provide legal aid to low income residents under the provisions of Okaloosa County Ordinance
04-16. Legal Services of North Florida, Inc., has offices throughout the panhandle, including
one in Fort Walton Beach. According to recent reports, they provided service to 378 Okaloosa
clients in the first quarter of calendar year 2014 on a variety of civil issues and wish to continue
their services to indigent citizens in Okaloosa County.
According to ordinance, Legal Services of North Florida, Inc., are allowed 25% of the total
revenue received from fine and forfeiture funds as stipulated by Article V (payable in quarters).
The proposed amendment is for Fiscal Year 2014-15 and allows for payment of the available
collected funds in quarterly payments after appropriate invoicing.
OPTIONS: Approve or disapprove.
RECOMMENDATIONS: Approve and authorize the Chairman to sign the tenth amendment to
continue this contract in Fiscal Year 2014-15 for the 25% allowed in quarterly payments after
appropriate invoicing. Funds paid under the terms of this agreement will not exceed the amount

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: September 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Dispatch Services Agreement
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: To request approval of the Dispatch Services Agreement renewal
between Okaloosa County and the Fire Departments.
BACKGROUND: The Okaloosa County Department of Public Safety’s 911 County Warning
Point Dispatch is responsible for the emergency call receipt and dispatch for 17 Fire Departments
and County EMS under a Dispatch Services Agreement. Prior to this agreement, the Fire
Departments provided 40% of the funding for the fire dispatching services. In 2009, as the
County transitioned to the State Law Enforcement Radio System (SLERS), the Board agreed to
assume all costs associated with the dispatching services and the trade off was the Fire
Departments would pay the $9.00 per radio monthly charge to the State.
The County Warning Point Dispatch continues to provide 911 call taking and dispatching for the
Fire Departments. The Fire Departments continue to pay the $9.00 per radio monthly charge to
the State. The Dispatch Services Agreement has been signed by all Fire Department
representatives as their desire to continue to have the professional emergency dispatching
services maintained by the County.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Approve the Dispatch Services Agreement renewal between
Okaloosa County and the 17 Fire Departments.
