Board FROM: Ed Schroeder SUBJECT: FSAE Resource Directory Listing - payment approval DEPARTMENT: Tourist Development Department BCC DISTRICT: STATEMENT OF ISSUE: Request approval of payment in the amount of $195.00 to Florida Society of Association Executives (FSAE) for the 2014-2015 Resource Directory Listing. BACKGROUND: Resource is FSAE’s comprehensive guide for executives of Florida associations who are planning a meeting. A directory listing complements efforts to market and advertise to meeting planners to increase tourist-related business activities. FSAE is identified in the destination team section of the Strategic Marketing Plan adopted by BCC on May 6, 2014. The insertion order dated in April states “may be paid by check or credit card.” However, when payment was attempted by credit card after publication and receipt of the invoice in August, the vendor informed staff that payment could not be accepted by credit card. At this point, there is no method to pay the vendor in accordance with County purchasing policy. Board approval is requested to pay the vendor. OPTIONS: Approve or Disapprove RECOMMENDATION: Approve payment in the amount of $195.00 to Florida Society of Association Executives for the 2014-2015 Resource Directory Listing. BACKGROUND: The Board approved the Consolidated Strategic Marketing Plan on May 6, 2014, which included a category for Promotional Reserve in the amount of $150,061. To the greatest extent possible, such opportunities will be presented to the TDC for recommendation to the BCC for approval in advance. However, these funds may be appropriated in accordance with County approval authority and with concurrence of the TDC Chairman if an opportunity would be lost due to the timing of regular TDC and BCC meetings. In such case, the TDC and BCC will be apprised of the use of these dollars at their next regularly scheduled meetings. The TDC discussed and voted to approve the following uses of promotional reserves at its August 28 meeting. A. An amount not-to-exceed $30,000 for aerial promotional banners at Alabama and Auburn home football games and Talladega Nascar race to promote the destination. BCC approval subsequent to TDC approval was not possible in advance of the first football game. B. $3,500 for three pages of advertisement and editorial in Food & Travel Quarterly Magazine on sale Sep 30 - Dec 31. The cost is greatly reduced from regular pricing of $20,500 due to the last minute nature of the opportunity. BCC approval subsequent to TDC approval was not possible in advance of the insertion order deadline. RECOMMENDATION: For informational purposes only; no action required.
