SUBJECT: Seeking Award of Bid for Packaged Diesel Generator System (WS 55-14)
DEPARTMENT: Purchasing
BCC DISTRICT: All
STATEMENT OF ISSUE: [PUR] Seeking Award of Bid for East County Re-pump Station-
Packaged Diesel Generator System. (WS 55-14)
BACKGROUND & ANALYSIS: In April of 2012, Okaloosa County Water & Sewer (OCWS)
entered into an interlocal agreement with the City of Niceville and City of Valparaiso to transfer
its ownership and treatment capacity at the Niceville Regional Wastewater Treatment Facility.
As part of this agreement, OCWS transferred its cost sharing responsibility of the Niceville
Regional Wastewater Treatment facility, upon relocation of all of its flows from the East
County/Bluewater Bay Service Area to the Arbennie Pritchett Water Reclamation Facility
(APWRF). As part of this relocation, OCWS will construct a new sanitary sewer force main and
re-pump station to convey its flows to the APWRF. This project is funded by a bank loan
obtained in 2012. Procurement of items for the project has begun.
Bids were opened on June 25, 2014 for the East County Re-pump Station Packaged Diesel
Generator System and three (3) bids were received. Water & Sewer staff and their consultant,
Constantine Engineering, have reviewed the bids and recommend awarding the bid to Energy
Systems Southeast, LLC (ESSE). ESSE was the lowest responsive/responsible base bid for a
lump sum total of $98,505 and a maximum delivery time of 115 days. The package will include
a complete 500 kW Diesel Generator, Integrated Fuel Tank, Weather/Sound Enclosure and
Automatic Transfer Switch (ATS).
OPTIONS: Approval/Deny the awarding the bid to ESSE for the Packaged Diesel Generator
System for a lump sum total of $98,505.
RECOMMENDATION: Staff recommends awarding the bid to ESSE for the Packaged Diesel
Generator System for a lump sum total of $98,505.

Bids were opened on June 25, 2014 for the East County Re-pump Station Packaged Motor
Control Center and Control Panel and two (2) bids were received. Automated Control Services
(ACS) was the lowest responsive/responsible base bid at $179,533. ACS also included a write-in
additive cost of $31,295 to utilize Rockwell Controls. Rockwell Controls are currently being
utilized at other major pumping stations in the Water & Sewer system. This Rockwell Control
will provide a more systematic product and operational familiarity in the system. It was the
opinion of Water & Sewer staff and their consultant on this project, Constantine Engineering, to
award this bid to ACS, the lowest and most responsive/responsible base bid with the additive
cost for a combined lump sum total of $210,828 with a maximum deliver time of 150 days.
OPTIONS: Approval/Deny the awarding the bid to ACS for the Packaged Motor Control Center
and Control Panel with the write-in additive of Rockwell Controls for a lump sum total of
