Termination
DEPARTMENT: Public Works
BCC DISTRICT: 3
STATEMENT OF ISSUE: In May of 2014, the Florida Department of Transportation (FDOT)
issued a LAP Agreement to Okaloosa County in the amount of $99,107.00 for Design of the
Antioch Road (CR 4) Sidewalk Improvements Project. The original limits of the project were
from Garrett Pit Road to Egan Drive. Public Works has concluded that construction of the
sidewalk based on the original limits of the project would not be in the best interest of the area
citizens as the sidewalk does not directly serve Antioch Elementary and is requesting termination
of the LAP Agreement.
BACKGROUND AND ANALYSIS: The Antioch Road Sidewalk Improvements Project was
first submitted to the West Florida Regional Planning Council’s Transportation Enhancement
Program for consideration in 2000. Public Works recommends the termination of the LAP
Agreement for the following reasons:
With recent advancements in the design, right-of-way and construction funding of the PJ Adams
Parkway (CR 4) Bypass project, it has been determined that the design and construction of
sidewalks along this segment of CR 4 (from Garrett Pit Road to Egan Drive) would not be in the
best interest of Okaloosa County citizens at this time. The planned, future widening of PJ
Adams Parkway from SR 85 to the I-10 overpass will include pedestrian sidewalk features which
will be better addressed as part of the overall project design.
Additionally, the I-10 overpass along this corridor marks the northern zoning boundary for
Antioch Elementary. Given that residents north of I-10 are not zoned for this school, there is no
real need for pedestrian sidewalks to accommodate both sides of the overpass or a crossing over
I-10 at this time. The real need for this area has been identified as the crosswalk area at CR 4
south of the I-10 overpass with future sidewalks along Whitehurst Lane that directly service the
school. A similar project with the revised limits has been proposed to the TPO and will be
considered for future Transportation Enhancement Funding.
OPTIONS: Approve/Disapprove termination of the LAP Agreement and authorization for the
Chairman to submit the termination letter to FDOT.
RECOMMENDATION: Approve termination of the LAP Agreement and authorization for the
Chairman to submit the termination letter to FDOT.

Dear Mr. Peters:
Okaloosa County is requesting termination of the above subject Local Agency Program
Agreement for the following reasons:
With recent advancements in the design, right-of-way and construction funding of the PJ
Adams Parkway (CR 4) Bypass project, Okaloosa County has determined that the design
and construction of sidewalks along this segment of CR 4 (from Garrett Pit Road to Egan
Drive) would not be in the best interest of Okaloosa County citizens at this time. The
planned, future widening of PJ Adams Parkway from SR 85 to the I-10 overpass will
include pedestrian sidewalk features which will be better addressed as part of the overall
project design.
Additionally, the I-10 overpass along this corridor marks the northern zoning boundary
for Antioch Elementary. Given that residents north of I-10 are not zoned for this school,
there is no real need for pedestrian sidewalks to accommodate both sides of the overpass
or a crossing over I-10 at this time. The real need for this area has been identified as the
crosswalk area at CR 4 south of the I-10 overpass with future sidewalks along Whitehurst
Lane that directly service the school.
We appreciate the Department’s cooperation and willingness in working with Okaloosa
County through the Local Agency Program and look forward to future projects.
Sincerely,
