BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Board is requested to approve payment to CenturyLink in the
amount of $28,926.64 for past due charges.
BACKGROUND: In March of 2011 CenturyLink went to a new billing system. Their new

longer process than anticipated which resulted in a past due amount of $28,926.64. Funding to
pay this amount was approved by the Board at the August 5th meeting.
Included with this Agenda Request is the analysis of the CenturyLink billing provided by the

FROM: Nathan Sparks, EDC - Executive Director
SUBJECT: Gulf Power Application Acknowledgement Phase III - Site Certification
STATEMENT OF ISSUE: Request the Board ratify acknowledgement document allowing Gulf
Power to proceed with Phase III site certification in Okaloosa County.
BACKGROUND: Gulf Power launched Florida’s first site certification program. The intent of this
initiative is to help publicly-owned sites become certified, reducing the time and expense for
businesses to locate here. The site certification program is designed to provide prospective
businesses with comprehensive data on a site, assist communities with marketing them, and certify
that the locations are ready for industrial development - it expedites the development process
thereby saving time and money.
On March 4, 2014, the Board approved Staff issuing a RFP for engineering related to Phase III of
the Gulf Power site certification program. This work complete, staff received the Phase III
acknowledgement from the Economic Development Council on September 5, 2014 with a deadline
for submitting the document for consideration September 9, 2014.
RECOMMENDATION: Staff recommends Board ratify acknowledgement of Phase III-site
certification by Gulf Power.

DATE: September 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Direct Payment of Airgas Invoice for July 2014
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval for direct payment of the July 2014 Airgas, Inc.,
invoice in the amount of $2,968.35.
BACKGROUND: Airgas, Inc., is the sole medical oxygen vendor for Okaloosa County
Emergency Medical Services. Historically, invoices for oxygen services have been paid by
after-the-fact purchase order. “After-the-fact” meaning the department did not submit a
requisition to Purchasing for approval prior to placing the order. These types of purchases do not
comply with the current Purchasing Policy and as of October 1, 2013; Finance no longer
approves purchase order payments for services invoiced after-the-fact.
Staff is working with Purchasing and Finance to ensure requests/purchases are made according
to an approved strategy in accordance with the Purchasing Policy. Board approval to direct pay
the outstanding invoice is required.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Recommend approval of direct payment for the Airgas invoice.
