BACKGROUND: The Department of Public Works and the Department of Water and Sewer each operate commuter vans with routes from Crestview and Niceville to Fort Walton Beach. The grant funding will support operating cost for 7 vehicles and approximately 36 commuters per day. Upon approval, FDOT will reimburse the county $10,000, or 50 percent of the costs to operate commuter vehicles; whichever is less, through September 30, 2017. RECOMMENDATION: The Department of Growth Management requests that the Board authorize the Chairman to sign the attached JPA for FY 2014 Commuter Grant Funding and to sign the Authorizing Resolution and all future grant documents during the term of the grant. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 174  RESOLUTION NO. 14- WHEREAS, the Florida Department of Transportation, hereinafter referred to as the DEPARTMENT has prepared a Joint Participation Agreement to provide funding for the operation of alternative Commuter transportation to the Okaloosa County Board of County Commissioners, hereinafter referred to as the Agency, and WHEREAS, the DEPARTMENT has been authorized under Chapter 341.041(10), Florida Statues, to enter into the Joint Participation Agreement and agrees to a Department participation of $10,000, and WHEREAS, the AGENCY has the authority to enter into the Joint Participation Agreement and to undertake the project. The AGENCY further agrees to the conditions upon which assistance will be provided and the understanding as to the manner in which the project will be undertaken, as outlined in the Joint Participation Agreement. Now Therefore, the AGENCY authorizes the Chairman to execute the Joint Participation Agreement th DULY PASSED AND ADOPTED in regular session this 16 day of September 2014. BACKGROUND: The Florida Department of Transportation has awarded Okaloosa County $440,269 in the attached JPA. Funds will be used to reimburse Okaloosa County Transit (OCT) for transit operating expenses. The grant requires a 50 percent local match that will be provided by OCT through purchase of service contracts, other grant sources and local funds as approved in the budget.
