SUBJECT: Set Public Hearing for Route Modifications

STATEMENT OF ISSUE: Maruti Fleet and Management is requesting to modify the fixed
public transportation routes in order to improve service.
BACKGROUND: Maruti Fleet and Management has operated the County's public
transportation since October 2015. During that time, they have assessed the function of the
existing system and have determined that modifications must be made in order to increase
efficiency and ridership, and to respond to the most commonly-expressed complaints about the
existing system. In summary, the changes would:
1. Extend the operational hours from 7:00 AM until 7:30 PM to 6:00 AM to 7:40 PM.
2. Reduce the average number of stops per route from 26 to 11; this will enable shorter run
times.
3. Switch the system from a numbers-based system to a color-based system to allow quicker
assimilation of the route layouts to riders.
These changes do not increase the cost of operating the system.
The County’s Fare and Route Modification Policy provides that the Growth Management
Department publish an ad in the Daily News describing the proposed changes and post a notice
on the County website. The changes must also be posted in all the vehicles. The ad and website
notice must provide for a two-week comment period and a public hearing date which must occur
after the two-week comment period. If the changes are approved by the Board of County
Commissioners, they would take effect 30 days after the public hearing.
In order to allow adequate time for advertising and scheduling, the earliest date available for the
public hearing is June 7, 2015.
OPTIONS: The Board of County Commissioners may set the public hearing or not.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners set a
public hearing for 9:00 AM or soon thereafter during the Board of County Commissioners'
regular meeting of June 7, 2016 to be held in the Crestview City Hall Council Chambers located
in Crestview City Hall at 198 North Wilson Street Crestview, FL 32536
