TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM
DATE: May 28, 2015
TO: Tourist Development Council
FROM: Ed Schroeder, Tourist Development Department Director
Jim Trifilio, Coastal Management Coordinator
SUBJECT: Eglin MOU for Concrete to Reefs Initiative
STATEMENT OF ISSUE: Advising the TDC of a Memorandum of Understanding (MOU) between
Okaloosa County and Eglin AFB for the “Concrete to Reefs Initiative”.
BACKGROUND: Matrix Design Group and Taylor Engineering worked with County staff and Eglin
Air Force officials to forge a new Public-Public Partnership that reduces the amount of funding
necessary for the Air Force to dispose of waste concrete from the base as well as reduces Okaloosa
County’s costs associated with obtaining material for the artificial reef program. This program is now
know as the "Concrete to Reefs Initiative" and has become an important part of Eglin's Community
Partnership Initiative and the Tri-County Community Partnership Initiative.
The Memorandum of Understanding memorializes the Eglin/County partnership and provides guidance
in continuing and expanding this program into the foreseeable future.
This MOU will be presented to the BCC for approval at its June 2 meeting.
