BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 3, 2015 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Task Order Number 5-Trillion Aviation DEPARTMENT: Airport BCC DISTRICT: 2 STATEMENT OF ISSUE: The Department of Airports requests approval by the Board of County Commissioners for Task Order 5 with Trillion Aviation to develop a new Airline Operating Agreement and Terminal Building Lease to replace the existing agreements that are due to expire on September 30, 2016. Services provided are in accordance with the agreement for our Management Consulting Services, contract C15-2225-AP. BACKGROUND: The current Airline agreement has been amended several times and needs to be revised to current conditions upon its expiration date of September 30, 2016. Trillion Aviation, the Airport’s Management Consultant, has submitted a Task Order proposal to provide for lease development and negotiation services. Task Order No. 5 proposes a not-to-exceed (NTE) budget of $55,000.00, which includes (4) four on-site visits by the two responsible principals to coordinate the effort. The Airport requested two optional visits (if deemed necessary) which are priced at a NTE amount of $12,000.00 for labor and expenses. The proposed scope of work and fee are deemed satisfactory based on the timeline associated with the assignment which; historically, is a 10-11 month process. Past experience attests to the complexity of this effort when negotiating with three major airlines.
