STATEMENT OF ISSUE: The Board is requested to approve InDyne Quote #005/PO
#E163961 to provide a 36 strand fiber optic segment between building 5105 and building 9400
on Eglin AFB in the amount of $361,657.00. Inclusive within the Quote are payments from
InDyne at various milestones. These payments will be placed into the Information Technology
Department Fiber Optic Network Capital Outlay budget when received to be used for project
milestone costs and other future fiber related projects. The expected net revenue to the county
after project costs is over $300,000.00.
BACKGROUND: Eglin Air Force Base has previously purchased the right to use dark fiber
from Okaloosa County Information Technology and is currently utilizing multiple paths of fiber
within Okaloosa County’s telecommunications infrastructure for various purposes. Based on
previous successful fiber projects between Okaloosa County and Eglin AFB and the significant
amount of telecommunications infrastructure Okaloosa can bring to bear on the Eglin
Reservation, Indyne Inc. on behalf of Eglin AFB has issued a sole source PO to Okaloosa
County to provide this additional segment from building 5105 to building 9400. This is a win-
win for Eglin AFB and Okaloosa County. Eglin AFB saves money on this segment and Okaloosa
County receives revenue to provide funding for the long term sustainability of the Okaloosa
County Telecommunications Fiber Optic Network. This Quote has been through the Purchasing
review process.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Approve Quote #005/PO #E163961 for the Eglin AFB - Okaloosa
County Fiber Optic Network Enhancements (Fiber from Building 5105 to Building 9400) for the
revenue amount of $361,657.00 and authorize the Chairman to sign Quote #005 and PO
#E163961.
