then be submitted to the District's School Board or the charter school governing
body, as appropriate, for approval. The District must submit its approved salary distribution plan, along with the approved salary distribution
plans for each charter school in the district, to the Department of Education by October 1.
The District's Teacher Salary Increase Plan is attached for Board approval.
The 80% portion of the allocation will allow the District to increase the minimum salary for classroom teachers from $45,797, the
amount negotiated and approved on July 26, 2021, to $46,247 - a 0.98% increase. Districts are not permitted to use this portion of the
allocation to raise other instructional staff to the new minimum.
The 20% portion will provide a 0.14% to classroom teachers making above the minimum and all other instructional staff.
Since all other instructional staff who are paid the minimum salary may only receive a 0.14% raise using the TSIA 20% portion, the
District will fund the additional 0.84% using the General Fund, making a total of 0.98%.
The revised instructional salary schedules are also attached for approval:
Instructional Performance Pay Placement Chart - As stated in Item 7, "Teachers with 0 to 10 years of experience ... will be placed on
Step 10." In order to further clarify the placement chart, the first column has been re-labeled "Years of Experience." The minimum
salary has been increased to $46,247 due to the TSIA allocation. All other salaries remain the same as approved on July 26, 2021.
Grandfathered Instructional Salary Schedule - The minimum salary has been increased to $46,247 due to the TSIA allocation. The
remaining steps have been increased by 0.14%. These steps must be increased in order to properly pay individuals on this schedule.
A Memorandum of Agreement between the Okaloosa County School Board and the Okaloosa County Education Association is attached for
approval. This MOA delineates the TSIA increases noted above.

Impact Aid under P.L. 81-874 for the
2021-2022 School Year naming the
Authorized Representative and Core
User Account Signer.
Public Content
P.L. 81-874 requires that School Board minutes reflect the authorized representative as part of the application process each year. Historically,
the Superintendent has been designated the authorized representative to sign the application on behalf of the School Board of Okaloosa
County. The application process has essentially consisted of a hard copy application signed by the Superintendent. At the January 13, 2020,
School Board Meeting, this process was changed to utilize the electronic signatory system; and the Chief Financial Officer was named as the
Authorized Representative and Core User Account Signer with the authority to file the Impact Aid application for fiscal year 2019-2020.
The "Core User" must be an employee of the School District with the authority to sign the Impact Aid application. The appointed "Core User"
will have the authority to create and manage two other users who will enter the District's detailed impact aid data into the system. The
designated "Core User," with signature authority, is required to log into the system to electronically sign the finalized application. In light of the
time required to complete this process, it is recommended the School Board again approve the Chief Financial Officer as the authorized
representative with signature authority to file the Impact Aid application for fiscal year 2021-2022.
