BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 21, 2017 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Romjue Airport Advertising Task Order No. 24 DEPARTMENT: Airport BCC DISTRICT: 2 STATEMENT OF ISSUE: The Board of County Commissioners (Board) is requested to approve Romjue Advertising & Company (Romjue) Task Order No. 24 in an amount not to exceed $300,000 for media buying, marketing, and advertising services to locally market and promote Allegiant Air cities throughout Northwest Florida. BACKGROUND: On December 4, 2012, the Board entered into Contract C12-2006-AP with Romjue for the provision of media buying, marketing, and advertising services in order to promote the Okaloosa County Airports. On January 10, 2017, Allegiant Air announced Destin-Fort Walton Beach Airport as its newest hub of operations and will base two (2) Airbus A320 aircraft as well as 60 additional staff to support the base. In addition, Allegiant announced service to eleven (11) new cities making VPS their largest ever expansion in Florida. Allegiant serves 108 markets throughout the United States and flies passengers from small or northern climates to 12 “world-class” destinations and Destin - Fort Walton Beach, FL is their newest destination market. The Airports Department has prepared Task Order No. 24 which, if approved, would authorize Romjue Advertising, Inc. under the direction of airport staff, to perform services and purchase media as outlined in the attached Marketing Proposal in an amount not to exceed $300,000. In anticipation of the Board’s review and approval, Airport Staff has requested an Inter-fund Budget Transfer in the amount of $170,000 since the majority of the initial FY17 promotional budget for VPS has been obligated. This Inter-fund Budget Transfer will be presented for Board approval at the February 21, 2017 BCC Meeting. The Marketing Proposal date stated on the Task Order Approval Form has been corrected with a strike-through to reflect the correct date of February 21, 2017 and was initialed by Mr. Mike Stenson, Airports Deputy Director. OPTIONS: Approve/Disapprove/Table RECOMMENDATIONS: Approve Romjue Advertising & Company Task Order No. 24 in an amount not to exceed $300,000 for the purchase of media intended to promote air service on Allegiant Air by attracting additional businesses and passengers to Okaloosa County Airports. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
