BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: September 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Boating Improvement Funding for the City of Valparaiso
DEPARTMENT: Public Works
BCC DISTRICT: District 3 South
STATEMENT OF ISSUE: The City of Valparaiso has submitted a request for payment
through the Boating Improvement Fund. The funding was used for improvements to the boat
trailer parking area, construction of a groin on the south side of the boat launch and dock at
Lincoln Park.
BACKGROUND: In May 2011 the Board of County Commissioners approved a Boating
Improvement Agreement (OKBP-1032) in the amount of $15,000. The city spent $6,900 on
improvements at Lincoln Park. On September 30, 2011 the city requested the remaining $8,100
roll over to FY 2012 for continued work at Lincoln Park.
On January 11, 2012 the Board of County Commissioners approved agreement OKBP-1033 for
$15,000, also for Lincoln Park, giving them a total of $23,100. In September 2012, the city
requested reimbursement of funds in the amount of $13,100. With this reimbursement,
agreement OKBP-1032 was closed out. The city requested that the remaining $10,000 from
OKBP-1033 roll over and be combined with FY 2013 funds.
In January 2013, the Board of County Commissioners approved agreement OKBP-1037 for
$15,000, combined with FY 2012 roll over funds, the city had a total of $25,000 for FY 2013.
Due to delays with permitting, issues with contractors and materials, contract OKBP-1037
expired in January 2014 without work being complete. In March of 2014, the city forwarded a
reimbursement request for funding for Lincoln Park in the amount of $19,379.39. With the
contract having expired, reimbursement has not been processed.
The contract (OKBP-1037) was previously approved by the Board of County Commissioners
and expired with no disbursement of funds. The city completed the work in accordance with the
requirements set forth by S. 328.72 (15), F.S. Staff, after working with the city to resolve issues
concerning reimbursement recommends that the city be reimbursed for the work. Funding is
available in the Boating Improvement Fund Budget.
The City of Valparaiso has requested $15,000 in funding for FY 2015. A new agreement will be
presented for Board approval after the 2015 budget has been approved.
OPTIONS: Approve/disapprove reimbursement to the City of Valparaiso in the amount of
$19,379.39

Improvement Fund, in the amount of $19,379.39.
