STATEMENT OF ISSUE: Purchasing requests Board approval to advertise a request for
proposals to obtain a vendor to perform maintenance services for the E911 system/network.
BACKGROUND & ANALYSIS: The Okaloosa County Department of Public Safety is
seeking authorization to advertise a request for proposals (RFP) to obtain a vendor to perform
maintenance and support on all components of the E911 system/network. The vendor shall be
responsible for all management, supervision, technicians, technical requirements of
manufacturer, system engineering, system integration, remote monitoring, configuration, or any
other required item for the proper function of the IP-based, host/remote E911 call taking system
for the Public Safety Answering Points identified within Okaloosa County, Florida. The vendor
will comply with standards and guidelines outlined in the State of Florida E911 Plan. The
recommended selection committee members are as follows; Daniel Dunlap - 911 Communications
Division Chief; Christine Cooper - 911 Systems Coordinator; Linda Sapp - 911 Communications Quality
Assurance; Ken Wolfe - Emergency Management Coordinator; Bonnie Tierney - Senior Systems
Administrator (IT). Staff requests Board authorization to procure the vendor for the maintenance and
support of the E911 system/network and approval of the selection committee. The award decision and
proposed contract will be brought before the Board for approval. A draft scope of work is
attached.
