STATEMENT OF ISSUE: Request approval to award to Test America-Pensacola for the
Laboratory Services for Water and Wastewater Testing (RFB WS 44-15). (District: All)
BACKGROUND & ANALYSIS: The Water & Sewer Department requested bids for
laboratory services for water and wastewater testing (RFB WS 44-15). The submittals were
received on June 3, 2015, and only one (1) respondent submitted a response. The solicitation was
advertised in the Northwest Florida Daily News and on Florida Purchasing Group (BidNet).
During the solicitation process there were inquiries made from several vendors; however, only
one vendor submitted a response. Water & Sewer staff have reviewed the bid and determined
that Test America-Pensacola was responsive and offered reasonable pricing for the laboratory
services for water and wastewater testing. The bid was structured with matrices which provided
pricing for each type of desired tests, so an overall bid amount was not requested. Staff requests
approval to award the bid to Test America-Pensacola for the laboratory services for water and
wastewater testing (RFB WS 44-15). The estimated contract cost for the laboratory services is
$30,000 annually. The proposed contract will have a one (1) year term with two (2) one year
renewals available. The contract will be brought back before the Board for approval. Water &
Sewer staff have confirmed that funding is available in the budget for this service.
OPTIONS: Approve/Deny to award to Test America-Pensacola for the laboratory services for
water and wastewater testing (RFB WS 44-15).
RECOMMENDATION: Staff recommends approval to award to Test America-Pensacola for
the laboratory services for water and wastewater testing (RFB WS 44-15).
