BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 19, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Transportation Safety Upgrade at Kelly Plantation DEPARTMENT: Public Works BCC DISTRICT: 5 STATEMENT OF ISSUE: Acceptance of roadway improvements (left and right turn lanes) on Commons Drive West, with a deed for additional right-of-way, to enter into the 18-month warranty period as required before permanent acceptance into the County maintenance system. BACKGROUND AND ANALYSIS: On November 5, 2013, the County approved and executed a Transportation Infrastructure Agreement with Synovus Bank, the owner of Kelly Plantation commercial parcels 1A-2, 1B-1, 1B-2, and 3-B located on the south side of Commons Drive West between Triumph Drive and Kelly Plantation Drive. To mitigate the capacity deficiency on Commons Drive West, the agreement requires the owner of the parcels to provide safety improvements and modifications on US 98. In return, the County agrees to reserve 262 PM Peak Hour trips for the development of the parcels as required in the Traffic Analysis. Plans for the proposed safety improvements (also known as "Transportation Safety Upgrade at Kelly Plantation") were submitted and approved for construction on July 24, 2014. The plans also include construction of left and right turn lanes on Commons Drive West. The roadway improvements have been constructed, inspected, and found to be in substantial conformance with the approved plans. An executed and original copy of the deed for the additional right-of-way needed for the eastbound right turn lane on Commons Drive West has been provided. OPTIONS: Approve/Disapprove the Developer's Request. RECOMMENDATIONS: Approve and record the deed for additional right-of-way and accept the work performed on Commons Drive West (including Maintenance Bond No. 3194344 Issued by Westfield Insurance Co. in the amount of Thirty Nine Thousand One Hundred Ninety Nine and 23/100 Dollars - $39,199.23) to enter into the 18-month warranty period .
