Re: Recommendation of Award; Bid No. AP 49-14
Boarding Bridges and Bag Lifts
Dear Mr. Stage,
We have reviewed the bids submitted on June 25, 2014 for the above referenced project.
The County had a total of two bidders, however only one was responsive.
Thyssen Krupp Airport Systems Inc. Base Bid: $1,686,450.00
Additive 1: $ 197,577.00
Additive 2: $114,611.00
Cathey Construction and Development, LLC No price provided
Thyssen Krupp Airport Systems Inc., (TKAS) has been determined to be the lowest
responsive bidder. Details of their bid are listed below:
o History- In Florida alone, TKAS has supplied 55 bridges to Miami, 35 to Orlando, 28 to
West Palm Beach, 12 to Sanford, two in Tallahassee, and 13 to Tampa.
Internationally, they have installed over 5,000 bridges. They have been in business for
30 years and are widely considered a reputable manufacturer of airport boarding
bridges.
Size of Firm- Bonding capacity of $400M. They have 217,042 s.f. of manufacturing
space with 14 overhead cranes.
o Subcontractor- The installer they identify is Aero Bridge Works for a contract value of
$241,864.00. No Subcontractor Qualification form was provided, however it was not
required because the subcontract amount is below $500,000 and it is less than 25% of
contract value.
o DBE participation- TKAS lists two DBE subcontractors. The first is Airport Contractor
Services for an amount of $103,101.00 to perform or supply barricades, cranes,
engineering, apron striping, and auxiliary components. The second is Davis Freight
Management for an amount of $27,635 to perform transportation. Since equipment
suppliers only count for 60% of total, this number is adjusted to $89,496 which
equates to 4.48%; exceeding the County goal of 4.03%.
Funding- Since there is two different grants, the bag lifts must be broken out of the bid
schedule. For tracking, | have identified the boarding bridges as Grant #1 and the Bag lifts as
Grant #2. Please refer to attached Bid Tab for calculations under the heading “Funding
Adjustments”. The total for Grant #1 including additive bids (preconditioned air and ground
power) is $1,858,917. The total for Grant #2 is $139,721.
A bid bond was provided and all required forms were completed without exception. All
addendums were acknowledged. Thyssen Krupp provided a General Contractors license and
the installer provided a Florida General Contractor’s license. In LPA’s review, we found no
major unbalanced unit prices and no irregularities with their bid. It is our opinion the bid is
complete and responsive, subject to County Purchasing review and Okaloosa County Board of
County Commissioners’ approval. LPA recommends award of the contract to Thyssen Krupp
Airport Systems Inc. Selection of the additive bids is dependent on grant funding and local
matches.
Should you have questions, please advise.
Sincerely,
THE LPA GROUP INCORPORATED
