tasks will also allow SCS to collect detailed information for reporting purposes during this task. If the optional tasks outlined following are not included in the scope of work, SCS will rely on data and information from the County in order to complete the RAP MOD implementations reporting effort. This will include results of the piping, and infrastructure design, installation of the additional recovery well and results from the logging and pump testing activities, as well as a final overview of newly identified capture zone and groundwater potentiometric maps. Task 6 Estimated Fee: $11,300 Optional Task 7 - System Construction Oversight SCS understands that the County will contract directly with Holt Well Services (Holt) to perform various RAP MOD implementation tasks,SCS has included this optional task to provide intermittent construction observation. Holt and/or the County will remove the above ground infrastructure from RW-5, RW-6, and RW-7, which will include the removal of above ground piping, fittings, and valves. Holt and/or the County also will remove the pumps and drop-down pipes from the three recovery wells. Discharge pipelines will be abandoned in place by the County by draining and capping them at the well and at the terminus of each pipeline. If requested, SCS will observe and document these field activities. SCS also will provide observation, where necessary, during cleaning of the existing piping, installation of new piping and retrofitting clean-outs every 100 feet along existing piping and newly installed piping. SCS also will provide observation of installing and connecting pumps to the newly existing flow lines including the fittings, valves, meters, gauges, and related equipment and fittings. Task 7 Estimated Fee: $14,500 Optional Task 8 - System Start-Up and Shakedown SCS has included this optional task to assist the County in conducting system start-up and shakedown activities. The objectives of the start-up and shakedown phase are to I) confirm the system has been constructed as planned; 2) confirm that the eqnipment is functioning and operating as planned; 3) facilitate modifications to the system by Holt and/or the County, if needed; and 4) gather and assess operational data. This task will include bringing the new recovery well RW-10 online and assisting the County in initiating the start-up of the system as a whole. During construction and prior to the start-up of the system, three rounds of water level measurements will be conducted approximately one week Mr. Scott Henson March13,2012 Page 6 apart to confirm the ambient groundwater levels at the site, and assist with assessing capture zones after initiating the system start-up. The system will be allowed to operate for a minimum of 24-hours prior to collecting an additional round of water level measurements for comparison to the initial water level measurements. It is anticipated that the start-up and shakedown will require various support activities ofSCS which mayor may not be anticipated. Consequently, this task includes six weeks of the services of a project professional for 10 hours per week for unspecified support to the County as the system is brought up to operational status. With the system not operating (after the RW-10 step test), SCS will have at least three rounds of water level measurements performed by RDH at least one week apart of all recovery and monitoring wells at the site and map the potentiometric surfaces of the upper and lower surficial aquifer. This mapping will characterize the static potentiometric surfaces before the new system is brought on line. If one of the three measurements is dramatically out of sync with the other two, additional measurements will be performed one week apart until potentiometric surfaces are effectively stable. This task assumes no more than six rounds of measurements will be necessary. As soon as the system is operational at the design rate of groundwater recovery at all planned recovery wells, SCS will have RDH begin weekly rounds of water level measurements until relatively stable dynamic potentiometric surfaces are present. This task assumes this will require four weekly measurements. Following these measurements, water level frequency then be changed to monthly for one quarter. This will complete the data collection for this task. Further water level measurements will be part of the routine RAPMOD measurements frequency. This task will be complete upon completion of services described above and completion of the mapping of the operational potentiometric systems, including delineating the extent of the capture zones on the potentiometric maps. Task 8 Estimated Fee: $13,800 FEE ESTIMATE SCS will complete the scope of work for the estimated fees below: Task I - $4,800 Task 2 - $4,100 Task 3 - $2,700 Task 4 - $6,500 Task 5 - $21,500 Task 6 - $11,300 Task 7 - $14,500 - OPTIONAL Task 8 - $13,800 - OPTIONAL Mr. Scott Henson March 13, 2012 Page 7 The total estimated fee to complete the proposed scope of services (not including the optional tasks) is $50,900. However, the scope may be modified by the County to include the optional tasks or other services. Actual fees will be dependent on time and expenses necessary to fulfill the scope of services and will not exceed the estimated fee without the prior approval and authorization of the County. Should additional services be necessary beyond those described above, SCS will provide an amendment to this proposal for approval prior to proceeding with the additional services. TERMS AND CONDITIONS These services will be completed according the current terms and conditions of our existing agreement with Okaloosa County. These services will be invoiced monthly on a time and materials basis. AUTHORIZATION If the scope of services, schedule, and associated budget are acceptable, please provide your authorization to proceed by signing and returning the attached task order authorization. SCS appreciates the opportunity to provide environmental consulting services to Okaloosa County.
