BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 6, 2016 TO: Honorable Chairman and Members of the Board FROM: Stefan Vaughn SUBJECT: Securus Technologies - Contract Renewal and Third Amendment DEPARTMENT: Corrections BCC DISTRICT: ALL STATEMENT OF ISSUE: The Department of Corrections requests the Board approve and authorize the Chairman to execute a one-year contract renewal with Securus Technologies for inmate telephone services, and Contract Amendment #3 reflecting changes to rates for inmate telephone services, in compliance with new FCC requirements, and the addition of new telephone applications. BACKGROUND: In 2013, Securus Technologies was awarded a three-year contract for providing inmate telephone services at the Department of Corrections, with provisions for three one-year renewals (Contract# C14-2012-COR). The initial three-year period of this contract is scheduled to end September 30, 2016. As such, the Department is seeking approval of its first one-year renewal. As a result of federal litigation, new requirements were also instituted in 2016 by the Federal Communications Commission (FCC) with regards to inmate calling rates. Securus Technologies has further added additional investigative and inmate program applications to its existing services at no additional cost within this renewal. Amendment #3 reflects changes to the rates for inmate services and the addition of the newly added applications. OPTIONS: Approve or Disapprove RECOMMENDATIONS: Recommend the Board approve and authorize the Chairman to execute a one-year contract renewal with Securus Technologies for inmate telephone services, and Contract Amendment #3 reflecting amendments to the rates for inmate telephone services and the addition of new applications.
