STATEMENT OF ISSUE: The Airports Department requests the Board of County
Commissioners approve the request to advertise Request for Qualifications (RFQ) for a company
to provide Air Service Development Consulting Services for the Okaloosa County Airports.
Additionally, the Board is requested to approve appointment of the following review committee
members: Ms. Wendy Cain, Okaloosa County Airports, Mr. Martin Owen, Owen Organization,
and Mr. Tom Rimkus, Emerald Coast Aviation.
BACKGROUND: Okaloosa County Airports Department's current contract for Air Service
Development Consulting Services will expire on November 30, 2016. The initial term of the
contract will be for three years and will have two one year renewals. The contract award request
will be brought to the Board for approval. Okaloosa County Purchasing is in concurrence with
our request to advertise this RFQ. The proposed review committee members are recommended
based on their experience with either the current Air Service Development contract requirements
or their experience within the airline/tourism industry.
OPTIONS: Approve, Reject or Table.
RECOMMENDATIONS: It is Staff's recommendation that the Board approve the request to
advertise this RFQ for an Air Service Development Consulting Service and the appointment of
the review committee members.
