BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 19, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Re-signing of Bluewater Bay Curacao/Southwind Drainage HMGP Grant Agreement DEPARTMENT: Growth Management BCC DISTRICT: 5 STATEMENT OF ISSUE: Request authorization for Chairman to sign the attached Agreement with the Florida Division of Emergency Management to utilize Hazard Mitigation Grant funds. BACKGROUND: On December 15, 2015, the Board of County Commissioners authorized the Chairman to sign an Agreement with the Florida Division of Emergency Management (FDEM) in order to receive Hazard Mitigation Grant funds to be used for drainage improvements in the Curacao Way/Southwind Drive Drainage basin of Bluewater Bay which is experiencing drainage problems. The Agreement was signed and submitted to the FDEM. However, because the original version of the Agreement as provided by FDEM (which listed the MSBU as the recipient representative) had been modified to correctly show the Clerk's Contracts and Grants Manager as the recipient representative, FDEM has re-sent the Agreement with the change made in its own format, and is requiring that the Agreement be re-signed. There are no changes in the amount, scope-of-work, or any other details of the Agreement as authorized by the Board on December 15, 2015. OPTIONS: The Board may authorize the chairman to sign the Agreement or not, or may table the item for further consideration. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners authorize the Chairman to sign the attached Agreement as well as all other subsequent documents associated with this grant for the term of the grant. Staff also recommends that, prior to the encumbrance of staff time for in-kind services, the County and Bluewater Bay MSBU enter into a written agreement which specifies the duties and responsibilities of the MSBU and County in the administration of the grant and execution of the project.
