BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 19, 2016 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Reject all bids and re-bid for construction of Destin Executive Airport Noise Wall DEPARTMENT: Airport BCC DISTRICT: 5 STATEMENT OF ISSUE: The Board of County Commissioners is requested to reject all bids and approve the request to re-bid the Destin Executive Airport Noise Wall project. BACKGROUND: Okaloosa County publicly advertised the Request for Bids for construction of the Destin Executive Airport Noise Wall (Bid No. AP 97-15) on September 28, 2015. Three (3) bids were received and evaluated by the engineering design firm, Michael Baker Inc., and all three bids more than doubled the engineer's estimate and available project Florida Department of Transportation (FDOT) grant funding. Michael Baker, Inc., has re-evaluated specifications and construction methods to better align requirements with available funding. In consultation with the FDOT Aviation Office, it is recommended and in the best interest of the County to reject all bids and re-advertise the Request for Bids for the construction of the project. OPTIONS: Approve, Reject or Table RECOMMENDATIONS: Approve the request to reject all bids and re-advertise the RFB for the construction of the Destin Executive Airport Noise Wall. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
