STATEMENT OF ISSUE: As part of the Capital Improvement Program for FY16, Construction
Engineering & Inspection Services (CEI) are needed for the Fairchild Road dirt-to-pave project.
Staff is requesting approval of the proposed Task Order from Hatch Mott MacDonald, LLC to
perform these services.
BACKGROUND AND ANALYSIS: Hatch Mott MacDonald, LLC, one of Okaloosa County’s
general engineering consultants, was tasked with the design and production of construction plans
for the Fairchild Road dirt-to-pave project. The design and right-of-way phases of the project were
completed in 2015. The construction bid opening occurred on March 2, 2016 and the contract is
currently being executed.
Overall improvements will include the asphalt paving of Fairchild Road in Crestview from CR 188
(Airport Road) south to the existing pavement at the entrance to L-3 Aerospace. The total length of
project is approximately 1.82 miles and includes associated drainage improvements, signing and
striping.
Staff has negotiated the attached scope and fee with Hatch Mott MacDonald, LLC (HMM) for CEI
services under continuing services contract C14-2080-PW. HMM is proposing to perform the
requested Construction Engineering & Inspection services for the Not to Exceed (NTE) amount of
$127,068.58.
OPTIONS: Approve/Disapprove proposed Task Order 4 under contract C14-2080-PW for the
Not to Exceed (NTE) amount of $127,068.58 for CEI Services associated with the Fairchild Road
dirt-to-pave project.
