Attachment: Dave Parisot Self-Nomination Gulf Consortium2 (1238 : Application for the Gulf Coast Consortium Executive Committee) Submitted by: Commissioner Dave Parisot, Director of Gulf Consortium for Okaloosa County I hereby request your consideration to perform on the Executive Committee of the Gulf Consortium in any of the five positions. I have been actively involved with both the Natural Resource Damage Assessment (NRDA) program since November 2010 and with the enactment of the RESTORE Act federal legislation since “Day 1”as Okaloosa County’s designated representative. In both of these programs, I have interfaced with commissioners and other representatives of the “8 Disproportionally Affected Counties” in coordinating with various State agencies for NRDA and, for RESTORE, with FAC staff and our Florida Congressional Delegation in crafting the legislation. I have participated in every meeting of these groups. I am also Okaloosa County’s representative on the Governor’s Oil Spill Commission (post-Deepwater Horizon) to document lessons learned and make recommendations going forward, and was elected Vice-Chairman by the Commission members. Education: MBA in Management; B.S. in Psychology; A.A. in Real Estate; CCC Graduate with FAC; enrolled in ACC course with FAC; various leadership schools with the U.S. Air Force (Squadron Officer School; Air Command and Staff College; Squadron Commander Course), among others. FAC Involvement: During Florida’s 2011 Legislative session, I made multiple trips to Tallahassee to testify before multiple Senate and House committees and sub-committees in support of the FAC legislative priorities. Of particular note are the Pretrial Services, Internet Lodging Reservations, and the Septic Tank legislation. In June 2011, I received FAC’s Marlene Young Award, primarily for my actions and testimony in helping the defeat of the Pretrial Services legislation. In June 2012, I received the FAC President’s Award. I have participated in every FAC conference since being elected a county commissioner in 2010, particularly in recommending new legislative agenda items and participating in discussion of multiple agenda items. I was elected as the Senate District 2 member of the FAC Board of Directors in June 2012, and am currently an Ambassador to two new commissioners. On Dec. 11, 2012, I was one of only two Florida County Commissioners to attend the initial meeting of the Gulf Coast Ecosystem Restoration Council in Mobile, AL. Prior Leadership Experience: I spent 21 years active duty in the U.S. Air Force, including two tours as a Squadron Commander, a Division Chief at 9th Air Force Headquarters, the Officer-in-Charge of a 300 person F-15 Aircraft Maintenance Unit, and my final three years with the Air Force Inspector General, retiring from active duty in 1989. A successful military career requires teamwork to get the mission accomplished. I have owned and operated two successful businesses, one as a licensed sub-contractor in housing construction and the other in retail sales. I am a full-time County Commissioner with no other employment and will dedicate the time needed as a member of the Gulf Consortium Executive Committee. The counties which will take a slight decrease are Escambia, Okaloosa, Bay and Walton. The counties which will receive an increase are Santa Rosa, Gulf, Franklin, and Wakulla. The attachments show the "old" or Nelson Amendment formula which was removed from the Act by Congressman Southerland during House/Senate conference and the new formula voted by the Gulf Consortium Directors from the applicable counties on Dec. 7. What we actually voted on and approved was the percentages to be allocated to each County for "Pot 1" funds, i.e.,(from West to East) Escambia @ 25.33%; Santa Rosa @ 10.50%; Okaloosa @ 15.23%; Walton @ 13.71%; Bay@ 15.10%; Gulf @ 6.74%; Franklin @ 8.44%; and, Wakulla @ 4.94%. Attachment 1 is a comparison of the "old" 8-counties formula with the "new" formula voted on at the Gulf Consortium 8-County meeting on Dec. 7 at Walton County. Attachment 2 shows the application of the formula factors for each of the 8 counties with varying amounts of the BP civil fine as examples (fine not set yet). The distribution percentages in the column labeled "20% + 80%" shows the percentages adopted by the 8-County Consortium sub- group. Attachment 3 shows the factors used to compute the percentages for each county in Attachment 2. We opted to adopt the percentages shown rather than the paragraph on the explanation to eliminate any differing interpretation by the U.S. Treasury Department. By adopting the percentages, it will be clear and simple for Treasury to merely multiple the 8-County "Pot 1" fine amount to do the allocation for each county. The proposed Resolution prepared by Sarah Bleakley of Nabors, Giblin & Nickerson is attached, as well as an update from the Florida Association of Counties.
