BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 6, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Set Public Hearing for Adoption of 2016 Local Mitigation Strategy DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Request scheduling of a public hearing for July 19, 2016 to adopt the 2016 Local Mitigation Strategy. BACKGROUND: The federal Robert T. Stafford Disaster Relief and Emergency Assistance Act requires that every community develop a plan and strategy (known as a Local Mitigation Strategy or LMS) that addresses each type of natural disaster that threatens the community. Failure to develop and adopt the required LMS jeopardizes a community’s ability to receive certain types of both pre-disaster and post-disaster funds. Okaloosa County first adopted its LMS in 1999, which it re-adopted with some revisions in 2006. In 2011, the County completely re-wrote and re-formatted the LMS which was adopted on July 19, 2011. As the Stafford Act requires that each LMS be thoroughly reviewed and re-adopted every five years, it is once again time for Okaloosa County to re-adopt its LMS. In order to ensure that the LMS remain in continuous effect throughout hurricane season, staff requests that the Board conduct the hearing on July 19, 2016. OPTIONS: The Board may set or not set a public hearing. RECOMMENDATION: The Department of Growth Management requests that the Board set a public hearing for 9:00 AM or soon thereafter during its regular meeting of July 19, 2016 to be conducted in the Board of County Commissioners chambers in the County Administration Building located at 1250 North Eglin Parkway in Shalimar, and to authorize staff to advertise the public hearing as required by law.
