SUBJECT: UWF Haas Center - TIF Revenue Projection Follow Up

STATEMENT OF ISSUE: Dr Rod Lewis to present the BCC with follow up discussion of
revenue projections regarding proposal to establish a Tax Increment Financing District in
northern Okaloosa County to fund infrastructure.
BACKGROUND: During its meeting of May 21, 2013 the Board of County Commissioners
received a presentation regarding the possibility of establishing a tax increment financing district
to fund infrastructure, particularly roads. Unfortunately, the director of the University of West
Florida's Haas Center (the lead researcher for developing the projected revenues was unable to
attend), and so the Board agreed to allow a follow up presentation.
The attached Excel spreadsheet provides the Haas Center's estimates of revenues that would be
generated if the TIF district were to be established. Dr. Rod Lewis of the Haas Center will
review these projections and answer any questions from the Board.
RECOMMENDATIONS: Staff recommends that the Board receive the follow up presentation
and provide direction to staff based on the Board's consideration of the matter.
