The Health & Safety Committee returned a recommendation on the re- organization
and operation of the Parks and Recreation Boards:
The of the Health & Safety Committee of this' Counci1 have met
undersigned members
as a Committee
separately, and together with the Park and Recrcation Boards
jointly in accordance with the injunction of the Council meeting upon the 11th
day of December 1956.
We do find the following fact:
1. It has become inc~easingly more difficult to define the areas of ~ rivilege
and responsibility between the oper~ tions of these two Bo~ tds:
2. The duties and responsibilities of these t~
ro Boards so over- lap and inter-
twine as to negate a dual Board organization within the City' s administration:
J. ~ e do furtner find that this' situation has existed within the
past years which
has caused the t~o Boards to sit concu~rently in the execution of their several duties.
Furthermore, that as these ~ oRrds nave met concurrently, they bave not
found it possib~e to evolve a clear distinction of duties and responsibilities
among themselv8s jo~ntly.
Therefore, He, " the s of Council intrusted i-ri th investigat:, cn anc. report, do
membe'!'
recomIJend to tn8 Council assembled the follov~ng:
1. That Ordinances 165 and 168, ani~ ',<
my other pertinent ordinances, vmich
estatlisn and regulate the operation of these two Boards, ~ e r~voked by the
Council:
2. ,~ no that Council re-organize 2. single I'oard by Ordinance Hhich snaIl have power
to e:: ecute the duties formerly entrusted to the tHo eJ\."
l.sting Boards.
3. Furthermore, - vre end tc
Houle. rec0rr'1!~ Cou!1ci1 that, after a 1..reek of study rlrld
review, there be 311 Ordinance cra. n1 3nd proposed ~* lich incorporates the follow~ng
provisions:
