They tend to get bog down in the detail and need to occasionally be reminded of the
bigger picture.
East Miracle Strip Neighborhood
This Neighborhood is without clear mission or leadership. The fonnation of the
Historic Downtown Merchants group within the Chamber has eliminated a significant
portion of the people who had attended the neighborhood meeting. Other than
streetscaping the Downtown area, they have not stated any desires. Some residential
participation has occurred but it hasn' t been significant. Until the residential interest
increases, this neighborhood may be best served by the Historic Downtown Merchants
Association.
Elliott' s Point / Ferry Park Neighborhood
These Neighborhoods initially met separately but started joint meetings after the
first few times because attendance was very low. These Neighborhoods could be joined
since they have some similar issues. For example, a Hollywood bridge would affect both
Neighborhoods. These Neighborhoods were meeting while this issue was still alive but
after the first meeting where the bridge issue was raised, participation dropped off. The
group seems to have two distinct personality types present and balancing those is tricky.
One type wants infonnation that may impact their Neighborhood even though the issue
may be more national than local. This portion is responsible for the meetings where guest
speakers have given presentations. These presentations have included: The Police Chief
speaking on Illegal Immigration, Officer Martin addressing Gangs, Sergeant Findley
speaking about vagrants, and Aaron Thrush and Lenore Wilson speaking about homeless
and The second group wants to affect changes which have a direct impact on
vagrants..
their quality of life. These changes include: sidewalks, traffic calming (Ferry Road,
Hollywood as well as through streets like Magnolia), lighting, and crime prevention. No
leaders have emerged and there was some effort by the second group to pursue a
Neighborhood Association but attendance is so sporadic that progress was not made. This
group is reliant on the City.
Garniers Beach
This Neighborhood has many involved participants. They were active without any
external influences but the recent proposal for re- development on the parcels between
South and Patton on Eglin Parkway has helped spur participation. If the sellers of that
property follow through with the $ 100K grant, more will happen in this Neighborhood
than any other. This group has 8 CERT members and has regular meetings. They are
interested in starting a Neighborhood Watch program and especially due to the proposed
2
grant are interested in some type of Neighborhood Association. They recognize the
benefits that an organized approach will give them. Their primary areas of concern are
Garniers Beach Park, the entryways to the Neighborhood, and decorative vegetation
along the right- of-ways. This group is one of the more self-motivated Neighborhoods.
Kenwood
The Kenwood Neighborhood has some unique perspectives. More than Garniers
Beach, it is isolated nom the rest of the City. Turnout for the meetings at Kenwood
School has been relatively strong. Participation at Pryor has been minimal. This group
has a history of attending the Neighborhood meetings but has just recently gotten active.
Their concerns are enhanced by the prospect of the new Judicial Center at the
Fairgrounds. More than the Judicial Center itself is the combination of it joined with the
new businesses it will spawn and the concern that these new developments will create
massive traffic increases within their neighborhood. The main concern has been, and
continues to be speeding and cut through traffic on Country Club.
Seabreeze
The Seabreeze Neighborhood is very active, and are pursuing the development of
a Neighborhood Association. This neighborhood bas a committee who runs the
meetings, sends out notices and is very involved in neighborhood issues. They have a pot
luck at each meeting. The Neighborhood has been strong since the inception of this
and cut through traffic
program. The major issues of the neighborhood include speeding
on Temple, the need to improve the Senior Center and grounds around it for a more
active park, the master plan for Liza Jackson Park, and entryway signs. This
neighborhood is self motivated and can function will little assistance nom the City.
Northwest/Oakland/South Bayou
These neighborhoods have been content with the City organizing the meetings.
They have had no initiative to fonn their own associations or groups. Northwest is the
strongest of the three neighborhoods. Because their issues seem to be similar, it makes
sense to combine the three neighborhoods. The major concerns are about safety and
graffitiin Vesta Heights park; the number of people living in a single family home; the
master plan for Liza Jackson Park; bike lanes, signs and lane markings along Jet Drive;
and the parking ofRV' s, boats and trailers on a single lot.
W.E. Combs
W.E. Combs was the first neighborhood to fonn a Neighborhood Association,
501c3. They were very strong for several years, however, the leader within the
community has not been active for the past I +years due to personal problems and the
Association has become inactive. Many of the meetings have had no one in attendance.
This neighborhood needs to have assistance nom the City to get re- established.
