September 5, 2007 To: Honorable Mayor and Members of the Ft. Walton Beach City Counsel Subject: 2008 County Budget - Public Hearing Input Attachments: " Speech before the City of Ft. Walton Beach City Council." City Spending and Budget 2004 - 2008." Gentlemen, Attached is our input for the public hearings on September 5 and September 19, 2007. We appreciate the opportunity to present our point of view and share our thoughts on areas in the budget that can be improved. Thanks, Kabe Woods President P.O. Box 238 Fort Walton Beach Florida 32549 www.oca1787. org 850- 240- 1948 OKALOOSA CITIZENS ALLIANCE INC. Kabe Woods - President Speech before the Ft. Walton Beach City Council September 5. 2007 Pae:e 1 of3 I am Kabe Woods and I live at 240 Brooks Street in Ft. Walton Beach. Before I start I would like to quote one of my favorite people, Thomas Jefferson: Taxation is, in fact, the most difficult function ofgovernment and that against which their citizens are most apt to become [ obstinate and unruly]. The general aim is, therefore, to adopt the mode most [ in agreement] with the circumStances and sentiments of the country. " - Thomas Jefferson: Introduction to Tracy' s " Political Economy, " 1816. I perform several roles in our community. I am the President ofKLW Properties, a private investment finD,I am the Co- Chairman of the Legislative Committee for the Emerald Coast Association of Realtors and I am a Member of the Ft. Walton Beach Vision Plan Stewardship Committee. My latest role as President of Okaloosa Citizens Alliance Inc. has evolved over the last three years as a result of my growing frustration with taxation and spending of government. And, as it turns out, I am not the only citizen with these same frustrations. It seems that Jefferson was right. A lot of citizens are feeling a little " obstinate and unruly" . So here we are again this year to talk to our elected officials about large increases in City taxation and spending over the last three to four years and what will be done this next year. First,a couple of facts that get my attention: From 2005 to 2007 the City has increased ad valorem taxes by $ 3.2~ or 44% and overall spending by $ 15. 6MM, or 18%. and per By comparison during that same time period the citizen population has been flat capita income in the County has increased just $5, 000 or 16%! To maintain some prospective and give credit where credit is due, the Okaloosa County Commission increased ad valorem taxes $ 44.3MM, or 60% and overall spending by 142MM, or 45%. These are truly incredible numbers that I will be speaking to them about tomorrow night. Millage rates and escalating property valuations have been the " scapegoat" for the last three years. Today, these measures are at best somewhat relevant and at worst a diversion from the real problem of excessive government spending. If the current budget passes, incremental ADDITIONAL spending from 2004 will be 20MM. That incremental spending is 55% of the TOTAL budget for 2004. P.O. Box 238 Fort Walton Beach Florida 32549 www.oca1787. org 850- 240- 1948 OKALOOSA CITIZENS ALLIANCE INC. Kabe Woods - President Speech before the Ft. Walton Beach City Council Seotember 54 2007 Pae:e 2 of 3 How about a few more words of wisdom from.Thomas Jefferson: 1 tolerate with the utmost latitude the right ofothers to differ from me in opinion without imputing to them criminality." Thomas Jeffirson to Abigail Adams, 1804. In a free society with a government based on reason, it is inevitable that there will be no uniform opinion about important issues. A government of the people REQUIRES differences ofopinion to discover truth and to take advantage of the opportunity that only understanding brings. As you folks on the Counsel know, I have attended most of the budget hearings for the City over the last 18 months or so with a particular focus starting with the Budget Policy meeting May 15, 2007. As I have said on the record,I have been disappointed in the quantity of citizen participation at these meetings. However, there has been participation. Several of us have provided input, made
