COMMISSIONER'S MINUTE
Mr. Harris spoke about the active shooter incident in Fort
Bliss, Texas and asked everyone to keep those people in their
prayers.
Mr. Goodwin stated he is interested in exploring the possibility
of changing the meeting schedule to all morning meetings. He
felt this change would be more efficient. (The current schedule
alternates between Crestview and Fort Walton with one morning
meeting and one evening meeting each month.)

Okaloosa County Board of County Commissioners
Mr. Hofstad stated there are pros and cons for both concepts:
all morning meetings versus alternate morning/evening meetings.
He noted that for decades the Board held only morning meetings
but that was changed at some point. The reason for the change
was to give citizens who could not attend morning meetings a
chance to come in the evening. With regard to department heads
and other staff, Mr. Hofstad said he could have them present for
morning meetings and available to answer questions. He said the
current schedule was approved by past Boards because they
believed it was the best option for citizens.
Mr. Harris commented that he likes the schedule as it 1is, adding
that he understands the rationale about having staff available.
However, he said citizens like to get home, grab something quick
to eat, and then come to a meeting. Mr. Harris stated he is not
of a mind to change the schedule at this time.
Mr. Windes said the Board had this discussion in mid-2014. He
stated the input he received was about six of one and half-dozen
of the other about the schedule. Mr. Windes said he believes
the current plan is a good one.
Mrs. Ketchel stated she has no comment on this.
Mr. Boyles said the schedule can be cumbersome but he finds it
very American making meetings as available as possible. He
stated this process allows people to air their grievances and he
would like to keep the schedule as it is.
Returning to Commissioner’'s comments, Mrs. Ketchel wished
everyone a happy and prosperous New Year and said she has a good
feeling about the coming year.
Mr. Boyles thanked everyone who came out to the meeting,
recognizing current and former elected officials in the
audience. He announced the Governor has issued a proclamation
declaring this week First Responder Week. Mr. Boyles advised
that he has completed the liaison appointments and the list of
appointments will be circulated through the Public Information
Office.

next agenda to share his vision on this partnership with the
Board.

VISITOR - STEVE CZONSTKA, HERITAGE MUSEUM OF NORTHWEST FLORIDA
Mr. Steve Czonstka stated he was recently elected as Chairman of
the Heritage Museum of Northwest Florida. He pointed out the
board members do not receive compensation and volunteer because
they believe in history. He said the museum was formed in 1971
as a 5013C and it is located in the old Valparaiso Bank Building
at 115 Westview Avenue.
Mr. Czonstka stated he has three slides he would like to share
with the Board regarding planned events for the county’s
centennial. He displayed a logo and said he believes the
Heritage Museum is wmore appropriate than other museums in the
county for coordination of this event. Mr. Czonstka stated the

PUBLIC HEARING - ORDINANCE PROVIDING FOR CREATION OF NORTH
OKALOOSA TRANSPORTATION TAX INCREMENT FINANCING AREA
Mr. Stewart stated this public hearing is to consider adoption
of an ordinance creating the North Okaloosa Transportation Tax
Increment Financing (TIF) Area. He stated the public notice was
advertised in the Northwest Florida Daily News.
Mr. Jason Autrey, County Engineer, stated a copy of the
affidavit for proof of publication for the legal notice for this
hearing is included in the agenda packet.
Mr. Autrey opened his presentation by giving background on the
Tax Increment Financing (TIF) concept. He said the proposed
ordinance will establish the TIF area and provide a source of
funding to make improvements to P J Adams Parkway. Mr. Autrey

stated the project corridor is consistent with the alignment in
the adopted PD&E study for the P J Adams Parkway and Antioch
Road corridor (approved September 3, 2013 by the Federal Highway
Administration) .
Mr. Autrey stated the dedicated tax wvalues could be used as
leverage for bonding the project. The boundaries of the TIF
would be properties north of the Eglin Reservation, excluding
the Crestview CRA. Assuming a twenty-year life of the TIF,
estimated revenues would be $20 Million. The magnitude of costs
for this project is outlined as follows:
(1) S.R. 85 to Interstate 10 -- $30 Million
(2) Interstate 10 to U.S. 90 -- $60 Million
(3) Interchange with Interstate 10 -- $25 Million
Mr. Autrey stated funds collected for the project would be
deposited into the North Okaloosa Transportation Trust Fund and
used strictly for the P J Adams Parkway Project.
Mr. Mike Chesser explained why he has championed this project.
He stated he is board certified in real property in the State of
Florida and board certified in Local Government Law, noting
there are only one or two attorneys with this dual
certification. (Mr. Chesser is with the Chesser Bar Law Firm.)
Mr. Chesser told the Board that he does not believe this will
cost them a dime and will not raise taxes.
Continuing, Mr. Chesser stated he does not have a client
involved in this venture but because he served on the Northwest
Florida Planning Organization for ten years, he knows what the
needs are. He said Dr. Rod Lewis from the HAAS Center was
recruited to provide realistic numbers. Earlier Mr. Chesser
referred to the traffic congestion on Highway 85 South coming
into Crestview and pointed out the need for improvements to P J
Adams Parkway to help relieve the traffic issues. He said two
projects were considered for the TIF but P J Adams Parkway was
the greater priority and he believes
