BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 2, 2016 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Romjue Advertising & Company Task Order No. 17 DEPARTMENT: Airport BCC DISTRICT: 2 STATEMENT OF ISSUE: The Board of County Commissioners (Board) is requested to approve Romjue Advertising & Company (Romjue) Task Order No. 17 in the amount not to exceed $170,000 for media buying, marketing, and advertising services to locally market and promote the new Allegiant Air cities throughout Northwest Florida. BACKGROUND: On December 4, 2012, the Board entered into Contract C12-2006-AP with Romjue for the provision of media buying, marketing, and advertising services in order to promote the Okaloosa County Airports. BCC approved FY16 budgeted line items include:  4201-548001 for Promotional Activities at Destin - Fort Walton Beach Airport in an amount of $300,000; and  4220-548001 for Promotional Activities at Bob Sikes Airport in an amount of $8,000. Years of staff's relentless air service development efforts have paid off. On January 12, 2016, Allegiant Air announced new air service from the Cincinnati and St. Louis/Bellville markets to the Destin - Fort Walton Beach Airport (VPS). Allegiant Air serves 110 markets throughout the United States and flies passengers from northern climates to 14 “world-class” destinations and Destin/Fort Walton Beach, FL, is their newest destination market in the system. In accordance with the Airport’s FAA approved Airline Incentive Program, the Airports Department may expend up to $85,000 per city to locally market the new air service. Under the direction of airport staff, Task Order No. 17 would authorize Romjue to perform services and purchase media as outlined in the attached Marketing Proposal in an amount not to exceed $170,000. In anticipation of the Board’s review and approval, an internal fund transfer of $170,000 has been made to the promotional budget since the majority of the initial $300,000 promotional budget for VPS has been obligated. OPTIONS: Approve/Disapprove/Table RECOMMENDATIONS: Approve Romjue Advertising & Company Task Order No. 17 in the amount not to exceed $170,000 for the purchase of media intended to promote new air service on Allegiant Air with nonstop service to St Louis/Bellville and Cincinnati by attracting additional businesses and passengers to Okaloosa County Airports and also to retroactively pay any costs incurred in the design and implementation of the new service prior to this date. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
