seconded by Councilman Ready that the following recommendations

1. In reference to the previous discussion regarding the
unsecured funds in a local savings and loan association,
we have made varied efforts to make arrangements to secure
these funds so that we could continue earning 4% on our
deposits. The local loan associations' attorney ruled that
they would be unable to secure these funds in excess of .
10, 000. 00, therefore we recommend that the monies in ~he
local association ( General Improvement Fund) in excess of
10, 000. 00 be deposited in the Southern National Bank ( Gen-
eral Improvement Fund) with authorization to invest these
funds in U. S. Treasury Bills until needed.
2. Reoommend., that the monies that have been designated
as Right- of- Way fund in the amount of $ 62, 000. 00 which was
previously authorized to be deposited in the local savings
and loan association, be deposited instead in the Southern
National Bank which in turn would be invested in U. S.
Treasury Bills until needed. ( These monies resulting from
the sale of the Utilities Tax Refunding Issue, JUly 1, 1963.)
The Council authorized this money to be used in the downtown
area for right- of- way in connection with construction of
Brooks Bridge, Highway 98, and providing parking on Perry
Boulevard. This account to be known as the Right- of- Way
Fund.
