City Manager' s Budget Message
Fiscal Year 1993/ 94
Beginning with the 1993- 94 Fiscal Year, the Council and the community will find
significant changes in format, data, and presentation of the Budget submitted for your
consideration. Although the general outline of the budget format and structure can be
10
viewed and the Council will have some insight into future expectations, staff has
developed the foundation of what I hope, within the next several years, will be one of the
most informative and explanatory budgets among municipal governments in Northwest
Florida. The concept presented herein is still in its developmental stages, but provides
a far more detailed explanation of both budget requests and departmental programs than
in previous budgets. In simple terms, we are working toward a concept where program
documentation and service delivery levels will eventually serve to justify budgetary
allocations.
It is anticipated that implementation of the revised budget format will take approximately
three ( 3) to four ( 4) years to complete. In succeeding years the program budgeting
system will be further refined and expanded to suit the unique needs of the City of Fort
Walton Beach.
