RES. 92- 13 ( CONT.) The City Attorney read the resolution by title only.
Mrs. Wyninegar moved the adoption of Resolution 92- 13.
Motion was seconded by Mr. Nicholson.
Ms. Gibson voiced agreement with the formation of the
Commission. but felt the membership should be comprised
only of elected officials or staff members. then expressed
a desire that Sections 5. 6& 7 outlining the clerical,
technical and legal assistance. the duties and
responsibilities, and the funding, be deleted from the
resolution until the elected officials or staff members
get together to see how willing they are to consolidate.
Roger Peters. Chamber of Commerce. stated the resolution
they propose is to create the study and to
ccmmission
appoint a representative. He explained once the study
commission is founded and in action. they will determine
if the consultants will be hired and will also decide what

that happens there is nothing to be spent, and there is no
cost at this point.
Mr. Maney expressed a desire that one of the guiding

population to determine future growth, what area will
grow, and future goals.
Mr. Peters noted the resolution is for consolidation of
services and does not involve the consolidation of
municipalities. Mrs. Myers noted the CRA survey showed a
high percentage of favorable responses of the citizens of
south Okaloosa County for consolidation of services.
Mr. Hambletonexpressed agreement with the concept and,
since they committing to funding. felt this may be
are not
a good way to get it started. especially if Mr. Maney will
agree to participate as an appointed member to the
Commission. Mr. Hambleton asked Mrs. Wyninegar if she
would amend the motion to appoint Tom Maney to sit on the
Commission. The City Attorney noted the motion is just
the resolution. It was pointed out the appointment to the
Commission would be a separate motion.
The Mayor called for the vote on the motion to adopt
