Fort Walton Beach FL 32549 -4009
Dear Helen:
Enclosed is the list of candidates who qualified for the four offices on the city council
during the December 27 -30, 2010 qualifying period. Because two of the races are
contested, Fort Walton Beach will have its regular municipal election on Tuesday, March
8, 2011.
I have transmitted the forms and check for the election assessments to the Florida
Department of State, Division of Elections, and enclosed a check for $200 for the
qualifying fees as required in your city charter: $ 25 each for the eight council candidates.
Please have your council appoint the members of your canvassing board, mindful that no
member of the current council who is a candidate or actively involved in a campaign for
Fort Walton Beach City Council may serve on the canvassing board. We will set the
schedule when I hear from you, likely one on Monday morning and then again on
Tuesday evening (proposed times of 10: 00am on Monday and 5: 30pm on Tuesday).
Early voting will be held in my office for the city election, February 21 through March 5,
Monday, Wednesday and Friday from 10: 00am to 6:00pm, and Wednesday and Saturday

If you have any questions, please let me know.
Sincerely yours,

RE: City of Fort Walton Beach 10 -1 ER
E.A.R. Based Amendments Package ( Adopted)
Dear Mr. Eubanks:
The City of Fort Walton Beach is pleased to present the proposed' Evaluation and
Appraisal Report ( EAR) Based Amendments to the Comprehensive Plan of the City of
Fort Walton Beach. The adopted amendments are based on the City' s EAR which was
adopted by the City Council on May 13, 2008 and was determined to be sufficient by the
Florida Department of Community Affairs (herein " the Department ") on July 25, 2009.
Attached you will find amendments to nine elements of the Comprehensive Plan, as well
as the supporting map series, including the new Future Land Use Map. The proposed
changes to the text of the Comprehensive Plan are shown in the strike -Offe/ underlined
format. This letter also contains additional data and analysis to support the changes made
since the package was last reviewed by the Department.
Since the Department last reviewed the City' s proposed EAR amendment package,
significant changes have been made. In addition to changes made in response to the
Department' s ORC Report, the City determined that the proposed amendments did not
represent the best direction desired by the City. Several factors led to a decision to further
revise the proposed amendments, including: update of the City' s CRA Plan goals and
objectives, a more streamline format for the Comprehensive Plan, and a " diagnosis" of
the City' s Land Development Code in May 2010 that revealed the proposed amendments
could lead to unnecessary complexities in the land development code.
Attached please also find the City' s written responses to the Department' s Objections,
Recommendations, and Comments ( ORC) Report issued on April 4, 2010. The attached
responses outline text changes made within the Elements that address the objections,
recommendations, and comments provided by the Department.
A summary of the adopted amendments, including changes made since the Department
last reviewed the City' s proposed amendments:
General Amendments throughout the Plan
The City is addressing some general issues for improving the structure of the Plan and
making it easier to use and implement.
Past dates: Throughout the Plan there are dates that are passed and are no longer in
effect. These dates have been removed, reworded to indicate the continuing
applicability of the policy, or updated to reflect the current situation.
Redundancies: There are several examples of redundant objectives and policies.
Repeating objectives and policies can lead to confusion if the wording is not identical.
Further, it is unnecessary to repeat an objective or policy. Therefore, redundant
objectives and policies have been eliminated.
Conflicting provisions: There are a few instances where objectives and policies
conflict. Such instances have been corrected through this amendment.
Regrouping: There are a few instances where objectives and policies on the same
issue are found in separate elements or areas. This can hinder implementation. Such
objectives and policies have been compiled into a single location.
