City of Fort Walton Beach
ENGINEERING & UTILITY SERVICES
MEMORANDUM
To: Robert T. Mearns, City Manager
From: Michael Beedie, Engineering & Utility Services Director
Date: February 8, 2011
Subject: MOA with Okaloosa County for Fiber Optic
1. BACKGROUND:
I. I. During the FY 2009- 10 Budget Policy Workshop, City Council approved Staff to move
forward with the purchase of GPS equipment and to implement the Geographic
Information System ( GIS) program in -house in lieu of hiring a consultant to implement
the program.
1. 2. Since the FY Budget Policy Workshop, the Engineering Division has
2009 -10
purchased real -time GPS equipment and has completed approximately 30% of the field
data collection of the water, sanitary sewer, and stormwater infrastructure systems.
1. 3. With large sections of the infrastructure systems input into the GIS geodatabases, it is
necessary to upgrade the City' s GIS hardware and software and fiber optic network in
order to consolidate, analyze, and transmit the GIS information.
2. DISCUSSION:
2. 1. In January 2011, the Engineering Division relocated from the City Hall Annex on
Miracle Strip Parkway SW to the Field Office Complex on Hollywood Boulevard NW.
With the large amounts of data usage required by the GIS program, the City contacted
Okaloosa County to discuss extending the Okaloosa County Fiber Optic Network to the
Field Office Complex.
2. 2. The County had recently completed the extension of the fiber optic network to the
City' s City Hall Complex and Police and Fire Department Complex and maintains
existing conduit from the intersection of Beal Parkway and Hollywood Boulevard to
the intersection of Robinwood Drive and Hollywood Boulevard.
2. 3. Okaloosa County has developed a Memorandum of Agreement to extend their fiber
optic network to serve the following City facilities: Field Office Complex on
Hollywood Boulevard NW, Facilities Maintenance Office on Hollywood Boulevard
SW, and the Sanitation Division Office on Robinwood Drive SW.
2. 4. The extension of the fiber optic network to these facilities will allow the City' s
facilities to operate on a fiber optic ring, titled the " Fort Walton Beach Ring" and
allows for redundancy in case of a failure along the network.
2. 5. The project consists of Okaloosa County installing approximately 4, 500 linear feet of
single mode fiber optic cable from the intersection of Beal Parkway and Hollywood
Boulevard to -the Field Office Complex at 203 Hollywood Boulevard NW using both
