BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 19, 2013 TO: Honorable Chairman and Members of the Board FROM: Jim Vest, Mid-Bay Bridge Authority SUBJECT: Resolution Supporting Designation of Mid-Bay Bridge Connector STATEMENT OF ISSUE: The Mid-Bay Bridge Authority seeks approval of a Resolution to the Board supporting the designation of a portion of the Mid-Bay Bridge Connector as the “Walter Francis Spence Parkway”. BACKGROUND: Mr. Walter Francis Spence was a tireless supporter of a bridge across Choctawhatchee Bay for decades before the creation of the Mid-Bay Bridge Authority in 1986. He was a Member of the Mid-Bay Bridge Authority in 1990-1991, and again from 1999-2005, and also served as its Secretary-Treasurer. Mr. Spence's biography is attached for further consideration. The Authority seeks support for Florida Senate and House of Representative legislation designating a portion of State Road 293 from the Mid-Bay Bridge Toll Plaza north of Choctawhatchee Bay (SR 293, MP 4.75) to its intersection with State Highway 85 (SR 293, MP 15.38) as the “Walter Francis Spence Parkway” and directing that suitable markers be placed to indicate such designation. Prior to placement of markers on a highway designated in honor of any person, Florida law requires the adoption of a resolution of support from the Board of County Commissioners. RECOMMENDATION: Staff recommends that the Board adopt the attached Resolution supporting the designation of the Mid-Bay Bridge Connector as the “Walter Francis Spence Parkway”.
