this involves the encroachment of a house on the vacated area.
No one came forward to speak in favor of or in opposition to the
request. Mrs. Ketchel made motion, seconded by Mr. Harris, to

HUMAN RESOURCES - PUBLIC WORKS REQRGANIZATION
Mrs. Godwin reported that a review of the Facilities Maintenance
Division and Parks Division over the past several months
indicates some efficiencies could be gained by combining these
two divisions into one called Facilities and Parks Maintenance
Division. This change will allow for consolidation of the
custodial, groundskeeping, and construction functions. Also,
combining the supply functions in Facilities Maintenance and the
Road Divisions will provide an additiocnal efficiency. Mrs.
Ketchel made motion, seconded by Mr. Harris, to approve the
proposed reorganization in the Public Works Department. 5 yeas.

PUBLIC WORKS - PUBLIC HEARING FOR USE OF THE NON AD VALOREM
ASSESSMENT IN THE PINES AND TRIPLE LAKES ESTATES SUBDIVISIONS
FOR ROAD IMPROVEMENTS
Mr. Jason Autrey, Public Works Director, stated sufficient
numbers of property owners within The Pines and Triple Lakes
Estates Subdivisions have submitted petitions under the county’s
policy to create a Municipal Services Benefit Unit (MSBU) to
pave two roads within the Triple Lakes Subdivision. It is
anticipated that additional roads in both Triple Lakes and The
Pines will be submitted and qualify for improvements under this
policy.
Mr. Autrey stated the Public Works Department has worked with
the County Attorney on these procedures and is now ready to move
forward. Although the impetus to assist property owners with
paving dirt roads originated with residents of The Pines and
Triple Lakes Estates, the proposed process will be available
countywide. In order to comply with the advertising
requirements, the notification for public hearing must be

advertised for four consecutive weeks. He said staff 1is
requesting a public hearing to be set on December 1, 2015 to
adopt a resolution which will provide the county’s Notice of
Intent to use the Non Ad Valorem Collection Process. The
resolution must be adopted to continue.
Mr. Stewart stressed that adoption of the resolution is a
procedural step and does not impose the assessment. The
resolution must be adopted prior to January 1 and most be
advertised for four consecutive weeks. Subsequent to adoption
of the resolution, a public hearing will be held to adopt an
ordinance establishing the MSBU for each subdivision. Mr.
Stewart stated there are also four roads currently ready to move
forward: Forest Shores Drive (Mary Esther), Terry Lane
(Crestview), 0ld Hickory Drive/Gibbs Drive (Crestview), and
McCauley Road (Baker).
Mr. Boyles asked if the document could be enlarged by amendment
to include additional streets than those 1listed above. Mr.
Stewart replied staff will need direction to include those in
the advertisement. Mr. Harris said he would like to see “all
inclusive” language and make decisions as we go. Mr. Harris
made motion, seconded by Mr. Goodwin, to schedule a public
hearing on December 1 to consider adoption of the resolution to
provide the county’s Notice of Intent to use the Non Ad Valorem
Collection Process and include all roads. Mr. Goodwin requested
an explanation on the road names, asking if it is for the roads
in The Pines and Triple Lake Estates and the additional ones
named by Mr. Stewart. Mr. Boyles replied the motion should
include all those names. Mr. Goodwin clarified that it is to
approve staff’s recommendation with the modification made by Mr.
Stewart.
Mr. Goodwin stated that he must disclose that his family would
benefit by adding McCauley Road because they own property there.
Mr. Stewart responded that 1is not a conflict of interest type
situation because this i1s a procedural mechanism to be adopted
at a future date. He continued, saying further evaluation will
be needed when the Board looks at the individual roads.
Mr. Goodwin commented that he would like to see this process
considered for stormwater issues.
The vote was taken on the motion—5 yeas.
