PUBLIC INFORMATION OFFICER UPDATE
Mrs. Kathy Newby, Public Information Officer, reported Okaloosa
County is now the owner of the Seminole Community Center. She
noted the center can be reserved for events by contacting the
Public Works Department.
Mrs. Newby introduced Max Cooper. Mr. Cooper’s ancestors moved
to the Holt area in 1856 and he will share some of the history
of the area.
Mr. Cooper stated Holt is an unincorporated community in west
central Okaloosa County, 12 miles west of Crestview on Highway
90. He said the first pioneers settled along the Yellow and
Blackwater Rivers between 1830 and 1850. A timber business,
Marks Mill, was set up along Canoe Creek. Aside from the saw
mill, residents made a living by trapping, fishing, hunting and
a small percentage by farming. In the latter part of the 1800s,
more saw mills and grist mills were established. In 1860 David
Holt built a cabin and set up a small store in the corner of the
cabin. His cabin was also a stop on the stage route from
Geneva, Alabama, to Milton, Florida. The community became known
as Holt’s Station.

In 1900 a 12-inch well was dug. Many residents moved closer to
the well and the railroad. Mr. Cooper stated Holt became a
thriving place and incorporated as a town in 1913 but it was
considered too much trouble and unincorporated in 1914. He said
the piloneers dug and hauled fat wood to the train where it was
transported to Pensacola for the turpentine industry. In the
1920s land was cleared and pecan trees and blueberry bushes were
planted, as well tung trees and satsuma groves,
Mr. Cooper said fast-forwarding to more modern times, Holt is a
bedroom community for those who work in Crestview or at Eglin
Air Force Base. He stated the zip code for Holt is 32564, it
has 190 miles of road for the postal routes and according to the
last census has 2,881 residents. Mr. Cooper stated Holt has a
volunteer fire department, public water system, telephone
office, a state recreation area, two boat launches, two churches
and an I-10 exit. He also stated Blackwater River is a canoce
mecca.

PUBLIC COMMENTS
Mr. George Omley, representing Forest Shores Subdivision, stated
the Board will consider later in the meeting a recommendation
for a public hearing to establish a MSBU for paving streets in
The Pines and Triple Lakes Subdivisions. He said Forest Shores
Subdivision submitted a petition for the same type action and
they have been waiting 14 months for the item to be placed on
the Board’s agenda. Mr. Omley stressed that all the paperwork
has been completed and the fees paid for this process to begin.
Mr. Boyles apologized for any confusion. Upon inquiry by Mr.
Boyles, Mr. Omley stated Ann Halbert was the point of contact.
Mr. Boyles stated Ms. Halbert and Public Works Director Jason
Autrey will reach cut to Mr. Omley, assuring him the problem
will be fixed.
Crestview Mayor David Cadle stated he appreciates the efforts to
bring the Crestview Courthouse up toc code. He expressed his
concern about keeping as many services 1in North County as
possible during the remediation process and
remodel/construction. Mayor Cadle encouraged the Board to look
at use of Warriors Hall for court proceedings. He also
expressed the importance of maintaining historical accuracy as
much as possible during the building phase. Mayor Cadle pointed
out the City of Crestview will celebrate its centennial next
year and again requested the fagade of the Courthouse blend into
downtown Crestview as much as possible.
Mr. Boyles noted the transition will be tough and they are
working with the judiciary to maintain as many services in North
County as possible. He stressed the Courthouse will remain in
downtown Crestview.
Mr. Graham Fountain, Crestview, also encouraged the
commissioners as they move forward with the plans for the
Courthouse to capture the historical appearance of the original
1918 Courthouse.
Ms. Ann Spann, Chairman of the Crestview Historical Board,
stated their organization recently voted to send a letter to the
Board regarding the Crestview Courthouse project. She said many
members reviewed the plans and request the architectural
designers create a more historical rendering resembling the
original Courthouse. Ms. Spann commented that we have failed to

Mr. J. B. Whitten, 102 Crabapple Avenue, Crestview, stated he
wants it to be clear that he is speaking for himself and not as
a Crestview City Councilman. He said the plans for Crestview
Courthouse renovations were dampened when the Legislature did
not appropriate $5 Million for the ©project and wupon the
discovery of mold in the facility. Mr. Whitten expressed his
concerns about delaying the project until the Board has all the
money needed in hand. He underscored the fact that Crestview is
the County Seat and the largest city in the county. Mr. Whitten
referenced the construction of new government buildings in South
County.
Mr. Boyles stated he has not heard a whisper of permanently
relocated court operation to South County. He cautioned about
listening to rumors and said nothing has been said in any
official capacity. Mr. Boyles also noted the design team 1is
sitting in the audience and has been listening to the request
for the 1look of the Courthouse to resemble the original
building.
Mr. Cal Zethmeyer, WAAZ-FM, stated he sits on the Historical
Preservation Board and distributed a photograph of the 1918
Courthouse. He emphasized the facade of the new construction
should be similar to the columns in the photo. Mr. Zethmeyer
also suggested a four-story building with old brick.
Mrs. Ketchel thanked everyone who came out this morning. She
agreed with the importance of maintaining an historical 1look.
Mrs. Ketchel said this is an opportunity to leave a legacy.
Mr. James Sanders, Bullock Boulevard in Niceville, stated he
would like to comment on the grass cutting issue. Mr. Boyles
advised him the discussion on excessive vegetation will be held
during a workshop immediately following the regular meeting this
morning.
Mrs. Linda Parker, Crestview, voiced her support for the
renovation of the Courthouse to be enhanced with large white
columns like the original building.
CONSENT AGENDA APPROVAL
