BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 3, 2015 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: FAA Amended Funding for ARFF Grant DEPARTMENT: Airport BCC DISTRICT: 2 STATEMENT OF ISSUE: The Department of Airports requests approval by the Board of County Commissioners of Federal Aviation Administration (FAA) grant amendment for the County to fund and manage construction of the Fire Station on Eglin Air Force Base. BACKGROUND: The original FAA funding for the new Aircraft Rescue and Fire Fighting (ARFF) facility was $2,743,526.00, with Florida Department of Transportation funding of $150,000.00 and Local Match of $155,236.00 from Passenger Facility Charges. After the project was designed and bid, the Air Force reported that the available water pressure for the facility was inadequate. When it was realized there was not sufficient water pressure for the facility, alternatives were developed and the recommended solution was to extend an Air Force water line to the project. Although the Air Force was responsible for providing the water source to the site, the FAA agreed to assist in the additional funding required. The FAA could only provide additional funding equal to 15% of the original grant amount or $411,529.00. The Board of County Commissioners is requested to approve this funding increase in order to amend the Destin - Fort Walton Beach Airport's FY 2016 budget. There is no requirement to acknowledge acceptance of this Amendment No. 1 to Grant Number 3-12-0081-025-2013.
