BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 17, 2014 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Seeking Approval to Negotiate Contract for Const Admin for Aircraft Resc DEPARTMENT: Purchasing BCC DISTRICT: All STATEMENT OF ISSUE: [PUR] Seeking Board approval to negotiate a Contract with AVCON for Construction Administration for Aircraft Rescue & Fire Fighting (ARFF) Station. BACKGROUND & ANALYSIS: The Board of County Commissioners accepted an FAA Grant offer on September 12, 2013 to provide $2.7 million Airport Improvement Program funding for construction of a fire station on a leased parcel closer to the runways at Eglin. In exchange for the County constructing a $3 million Aircraft Rescue and Fire Fighting (ARFF) facility, the Air Force is leasing approximately four acres to the County, rent free for 25 years. Eglin will equip, occupy, operate from and maintain this building. The location of the facility provides Eglin with the improved capability to respond to both military and civilian aircraft emergencies on the airfield. Importantly it will enable the Air Force to respond within the established FAA criteria for civil aircraft emergencies. The Board approved soliciting a Request for Qualifications (RFQ) for Construction Administration and Inspection Services on the ARFF Station on April 1, 2014. The RFQ was due on May 30, 2014 and three firms submitted their information. The submittals were reviewed and ranked with AVCON, Inc. Being the highest ranking firm. Staff requests approval from the Board to negotiate a contract with AVCON, Inc. OPTIONS: Approve/Deny negotiating a contract with AVCON, Inc for Construction Administration for Aircraft Rescue & Fire Fighting (ARFF) Station. RECOMMENDATION: Staff recommends the Board approve negotiating a contract with AVCON, Inc for Construction Administration for Aircraft Rescue & Fire Fighting (ARFF) Station. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
