Subject: Okaloosa County 16-2ESR Proposed Comprehensive Plan Amendment – FDOT Comments
and Recommendations
Dear Mr. Kampert:
The Florida Department of Transportation (FDOT), District Three, has reviewed the Okaloosa County 16-
2ESR Proposed Comprehensive Plan Amendment (CPA) in accordance with the requirements of Florida
Statutes (F.S.) Section 163.3184. FDOT appreciates the opportunity to review the County’s proposed CPA
pursuant to the Expedited State Review (ESR) process.
The property that is the subject of this amendment is
located south of Point Center Road and west of
Garrett Pitt Road, in Okaloosa County, Florida. The
Okaloosa County 16-2ESR proposes to amend the
Okaloosa County Comprehensive Plan’s Future Land
Use (FLU) Map, to change the land use designation of
54.43-acres from Agriculture (AG) to Low Density
Residential (LDR).
Per the amendment package, the 54.43-acre site is part
of a land assembly that will be added to the 223-acres
previously approved (totaling 277± acres).
According to the currently adopted FLU designations, the AG FLU allows residential development up to one
dwelling unit per 10-acres, which would generate approximately 67 daily trips and 7 p.m. peak-hour trips. The
proposed LDR FLU category allows residential development up to four dwelling unit per acre, which would
generate approximately 2,142 daily trips and 211 p.m. peak-hour trips, resulting in a net increase of 2,075
daily trips or 204 p.m. peak hour trips.
The following table summarizes the trip generation potential for the currently adopted and proposed land uses
for the 54.43-acres, and the change in trips as a result of the proposed amendment.

A planning level analysis was prepared to establish whether State roadways in the vicinity of the project (3-mile
radius) will operate at their adopted level of service (LOS) standards during the existing (2015), short-term
(2021), and long-term (2040) horizon year conditions. This analysis is summarized in the following tables.

Based on the planning level analysis, SR 85 from south of Antioch Road to north of I-10 is expected to
operate over an acceptable LOS standard (i.e. not meet LOS) in years 2015, 2021 and 2040, with and without
the project. The proposed CPA is expected to impact the corridor by adding new project trips greater than 5%
of the LOS standard for the impacted roadway segments.
FDOT Comment #1
The segment of SR 85 from SR 123 to I-10 has been identified in the Okaloosa-Walton TPO 2040 Long
Range Transportation Plan (LRTP), Adopted Needs Plan as a needed widening improvement project from
4-lanes to 6-lanes. The Needs Plan also includes improvement projects at the intersections of I-10 at Antioch
Road and I-10 at SR 85. The Draft Cost Feasible Plan also identifies the same segment as a 6-Lane facility by
the year 2040, with a new interchange at I-10 at Antioch Road. In addition, the LRTP Draft Cost Feasible
Plan identifies a new 4-lane bypass facility by extending Antioch Road to the north.
These improvements are expected to alleviate the traffic demands in the long-term planning horizon (year
2040). In the short-term (year 2021), PJ Adams Parkway has been identified for future capacity improvements
(widening to 4-lanes) in the FY 2018 - FY 2022 Okaloosa-Walton TPO Project Priorities and the FDOT
5-Year Work Program. No short-term improvements have been identified for SR 85.
As a result, FDOT encourages Okaloosa County to update its five-year schedule of capital improvements in
the comprehensive plan Capital Improvements Element to include remedies or improvement projects that
will maintain the adopted LOS standard in the short term for this segment of SR 85. It is recommended that
projects be identified as funded or unfunded and prioritized by the County and TPO per 163.3177(3)(b)
F.S. Potential short term remedies may also include revised LOS standards, capacity improvements on
failing roadways, capacity improvements on parallel roadway facilities, investments in alternative
transportation modes, Transportation Demand Management strategies, Smart Growth initiatives, and/or
other solutions as may be identified by the County. If the improvements in the short-term are not
warranted, please provide a detailed explanation with supporting analysis.
In addition, FDOT requests to be included in the review of subsequent traffic-studies and site plan reviews
as new development occurs within the overall land assembly (277± acres).
