L. Rogers Ray Jones Cliff Long Lee Courter Jimmy Ready and City Manager, City Attorney and Finance Director- City Clerk. Mayor opened meeting at 2: 43 P. M. and stated that this special meeting was called for the purpose of considering bids from Ira Haupt & Company. Mayor welcomed visitors and the press. He then called upon Mr. Leonard Hanauer, of Ira Haupt & Company, to make his proposal. Mr. Hanauer commented on the fact that representatives from one or more bonding companies were present and wondered if other offers were going to be submitted at this time. Mayor assured Mr. Hanauer this meeting was called solely for the purpose of considering his bid only. Mr. Hanauer presented his offer which was the same as he had presented at the special meeting of May 1, 1963. Councilman Long moved that this meeting be recessed until that evening at 7: 30 since only six members of Council were present. Councilman Courter seconded the motion and the vote polled was: Aye - Courter, Long and Ready Nay - Rogers, Jones and Tolbert I Motion was defeated. Mr. Hanauer continued with the presentation of his offer and stated that it was amended to stipulate that his company would bear the $ 2, 000 expense of printing the certificates. He pointed out that interest fees totalling approximately 11, 875 would be saved if his offer were accepted, and the net interest cost to the City would be 3. 865%. r: .,. Motion was made by Councilman Jones to accept this offer as the City would save $ 2, 000 more than it would have last week. Mr. Roger Clayton, speaking for the firms of Pierce, Carrison & Wulbern, Inc.; Hugo Marx; Merrill, Lynch, Fenner, Beane and Smith; and the Pohl Company, stated that this combine had a bid to submit. Mayor Lindsey again pointed out this meeting was called for the purpose of hearing this particular bid from Ira Haupt & Company and only this bid. Clayton continued that their bid was probably lower and would save the City quite an additional amount of money, approximately $ 15, 000. Councilman Jones remarked on the lack of ethics for the four companies above named to come in. Councilman Tolbert seconded Mr. Jones' motion. Councilman Long reminded Council that it voted for the bonds to go to public sale. Mr. Hanauer then withdrew his offer and stated they would remain as Fiscal Agents and go to public sale. Councilman Tolbert pointed out that the City of Fort Walton Beach had been financially raped in the past by the actions of Council pertaining to both public and private sales. Mr. Patton inquired as to the objections of hearing the other proposals from the four companies above named. Mayor again reminded Mr. Patton this meeting was called for one purpose and one purpose only.
