VISITOR - ANGELA BALENT WITH WARREN AVERETT LLC, COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR YEAR ENDED SEPTEMBER 30, 2013 Ms. Angela Balent, CPA with Warren Averett LLC, stated she will highlight the final audit report for the fiscal year ended September 30, 2013. The Comprehensive Annual Financial Report (CAFR) must be filed with the Board within thirty days after delivery. The CAFR provides final information for not only the Board of County Commissioners but the Constitutional Officers as well. Ms. Balent said the auditors’ responsibility is to express opinions on whether financial statements, prepared by Management, are fairly presented and conform to generally accepted accounting practices (GAAP) . She detailed Key Estimates, reported there were no difficulties in the performance of the audit, and no disagreements with management. She said everyone they worked with was extremely cooperative. Ms. Balent stated they received presentation from the management of the BCC and all Constitutional Officers in relation to the 2013 Audit in letters dated April 23, 2014. She thanked the Clerk of Courts and his staff for preparation of the financial statement. Ms. Balent said the auditors express unqualified (unmodified) opinions with respect to financial statements and compliance with major federal and state programs. She reported one significant deficiency was in internal control of financial reporting in the Water & Sewer revenue fund. There were no instances of material weakness in internal control over major federal awards and state projects. The next portion of Ms. Balent’s presentation was an explanation of a series of pie charts and bar graphs with details on fund balance reserves, General Fund balances from 2009-2013, revenues and expenditures from 2009-2013, ad valorem taxes from 2009- 2013, business-type activities (enterprise operations), investments, and the self-insurance fund. Mr. Windes presented the award to Ty Carhart. PUBLIC HEARING - CONSIDERATION TO CONSTRUCT EAST COUNTY FORCE MAIN AND REPUMP STATION PROJECT WITH COUNTY FORCES (9:00 a.m.) Mr. Stanford read the advertised legal notice for public hearing to take public comment and to discuss the county’s request to construct the East County Force Main and Repump Station Project using Water & Sewer Department (OCWS) personnel and equipment. State Statutes provide that a county government may “self- perform” public works projects valued greater than $300,000 when the governing board, after public notice, conducts a public meeting and the majority vote of the governing body finds that it is in the public’s best interest to perform the project using its own services, employees and equipment. Mr. Jeff Littrell, Water & Sewer System Director, stated in 2012 OCWS entered into an interlocal agreement with the Cities of Niceville and Valparaiso to transfer its ownership and treatment capacity to the NVOC Regional Wastewater Treatment Facility. Okaloosa County will relocate its flows from the East County/Bluewater Bay Service Area to the Arbennie Pritchett Water Reclamation Facility (WRF). A new force main and repump station is needed to accomplish this relocation of flow.
